STATEMENT OF WORK
FLOATING DOCK COMPONENTS

I.
SCOPE OF WORK:
The Department of Conservation and Natural Resources (the Department), Bureau of State Parks,
requires a vendor to furnish material for four (4) floating docks to replace floating docks at Beltzville
State Park, 2950 Pohopoco Drive, Lehighton, PA 18235-8905 (Carbon County).

II. CONTRACT REQUIREMENTS:
The following tasks are to be completed in the performance of this contract:
• Supplier to furnish and deliver all materials, components, and equipment necessary for the
assembly of four (4) floating docks for courtesy docking. Each dock will be a total length of forty
feet (40’). Dock sections are to be provided as eight (8) dock sections 8’ X 20’, four (4) 3’ X 16’
aluminum gangway, four (4) gangway piano hinges, four (4) pipe bracket kit standard duty 3.5”,
four (4) pipes/pvc covers, forty (40) 10” cleats, rub rails to encase each dock completely, and any
other necessary hardware or equipment to be required to connect to concrete bulk heads. Decking
for dock sections and gangways shall be 5/4” wood free composite in a brown or gray color.
Flotation casings shall be Army Corps of Engineer approved and carry a 15-year warranty. All
components must be compatible with one another as a complete dock system. This procurement
is for supply only. Installation, assembly, and anchoring will be performed by Commonwealth
Staff. The supplier will not provide installation services.
• All equipment, hardware, and accessories for four (4) 40’ docks must be delivered to Beltzville
State Park, 2950 Pohopoco Dr. Lehighton PA 18235.
III. SITE INSPECTION:
No site inspection available.
IV. DELIVERY:
Awarded Vendor will notify Cody Miller 610-714-9692 to set up delivery time and discuss specifics of
the delivery.

V. CONTRACT TERM:
The term of this contract shall commence upon execution and receipt of purchase order and Notice to
Proceed letter and terminate May 31, 2026.
Contractor shall not sub-contract work unless written approval is given from the Park Manager.
VI. BID AWARD:
Bidder must complete and return the following:
1. The electronic Invitation for Bid to be found at www.pasupplierportal.state.pa.us,
2. A properly executed Reciprocal Limitations Act form that lists the state of manufacture for any
supplies procured.
The unit price shall include all materials and items necessary for product specifications.
The bid will be awarded based on total sum.
The Contract quantities herein are estimated only and may increase or decrease, depending on the
needs of the Department. The Contractor shall be paid at the unit price for the actual work
performed.
Please note that the Department will only accept out to two (2) decimal points when entering your
pricing.
VII. PAYMENT TERMS:
Payment shall be made on a reimbursement basis following delivery and final acceptance of floating
dock components.
This contract will be paid by Automated Clearing House (ACH), commonly referred to as direct deposit.
Contractor should review Section V.23 CONTRACT-016.2 Automated Clearing House (ACH) Payments of
the Commonwealth’s Terms and Conditions for complete details and contractor’s responsibilities.
VIII. INVOICES:
Invoice format shall be in accordance with the IFB – Invitation for Bid.
All invoices for this contract MUST either be:

All invoices MUST have the purchase order number, as well as your SAP Vendor Number on the
invoice. The name and address listed on the purchase order must also be listed on each invoice.
Failure to provide this information may result in a delay of payment.

Numbers, bank account information, or other personally identifiable information on their invoices.
That information is uniquely tied to your SAP Vendor Number and, for security purposes, should not be
explicitly stated on an invoice.
IX. CONTRACTOR REFERENCES:
After the bid opening and prior to awarding of the contract, the DCNR has the right to request three
(3) references (name, addresses, and telephone numbers) for whom similar work has been performed
by the Contractor as proof of qualifications to perform the work involved in this contract. Similar work
is defined as delivery of prefabricated or component-based systems (playgrounds, pavilion kits, or dock
systems), where the vendor is responsible for furnishing and delivering all specified materials, and
installation is performed by others.
References are an optional tool available to the DCNR to help determine bidder capabilities. If any of
these references are requested and the bidder cannot supply the necessary documentation and proof
of compliance, the DCNR reserves the right to reject the bidder. The decision to both request
references or reject bidders based on inadequate reference will be made solely at the discretion of the
DCNR.
X. RECEIPT AND OPENING OF BIDS:
Bids must be submitted via the PA Supplier Portal, to be found at www.pasupplierportal.state.pa.us.
Faxed, emailed, and mailed bids will not be accepted.
No responsibility will be attached to any employee of the DCNR for the premature opening of, or the
failure to open, a bid not properly addressed and identified, or for any reason whatsoever.
XI. BID RESULTS:
Bidder can obtain bid results by accessing www.emarketplace.state.pa.us/. The bids will be posted as
soon as practicable following the bid opening. The results are the apparent bidders, and all bids are
under review until final award of the purchase order.
