Dear Potential Applicant:
You are invited to submit an application to the Pennsylvania Department of Health
("Department") in accordance with the enclosed Request for Applications (RFA) #67-208.
All questions regarding this RFA must be directed by e-mail to ra-healthresearch@pa.gov, no
later than 12:00 p.m. ET on April 2, 2026. All questions must include the specific section of the RFA
about which the potential applicant is requesting clarification. Answers to all questions will be posted
at www.emarketplace.state.pa.us. Click on 'Solicitations' and search for the above RFA number.
All applications must be submitted electronically through the Health Research Office SharePoint
site. Using only the forms from this RFA, complete and upload, as needed, the institution's entire
application. Signed documents must be uploaded as PDF documents. A login request or request for
assistance must be sent to ra-healthresearch@pa.gov with the subject line "SharePoint Assistance
Requested". Upon receipt of this email, Health Research Office staff will add permissions and
applicants will receive an invitation to register via an email notification from SharePoint. Applicants
must register through the SharePoint email if the applicant does not already have a login for the Health
Research Office SharePoint site.
The application must be submitted through the Health Research Office SharePoint site no later
than 5:00 p.m. ET on April 23, 2026. The Department will reject any late applications. The
application process may begin immediately; to prevent late submissions, applicants are encouraged to
not wait until the closing date and time.
LATE APPLICATIONS WILL NOT BE ACCEPTED REGARDLESS OF THE REASON.

A. Information for Applicants
Through this RFA process, the Pennsylvania Department of Health ("Department") is soliciting
research applications on Neurodegenerative Disease. The Department is interested in funding
applications addressing neurodegenerative disease research projects and related infrastructure,
including biomedical research, clinical research, health services research, research regarding the
establishment of a statewide biorepository, and research regarding a statewide tissue bank. The
overall goal of this funding is to promote the health of and well-being of Pennsylvanians living
with a neurodegenerative disease diagnosis and their families. The organization may apply this
funding to ongoing research, or a new project. The anticipated grant agreement term is July 1,
2026 to June 30, 2031 subject to the availability of funding. If the anticipated effective date is
changed by the Department for the resulting grant agreement, the term is expected to remain a total
of 60 months, subject to the availability of funding.
At the Department's discretion and by letter notice, the Department may extend the resulting grant
agreement as follows:
Extension. Upon notice to the Grantee, without the need for a formal amendment, the Department
may, for any reason, exercise an extension that extends the term of the agreement,
the period of performance, or both. The aggregate duration for all extension periods,
exclusive of the 3-month extension, cannot extend the term of the agreement more
than 5 years from the effective date. The same terms and conditions apply to an
extension unless otherwise stated. The extension is part of the agreement and subject
to its provisions.
1. No-Cost. The Department may issue a no-cost extension of the agreement for any
reason. The no-cost extension only extends the time period when the Grantee is
permitted to use remaining funds and does not extend the agreement beyond five
years from the agreement's effective date. The Department shall provide the
Grantee written notice of its decision to issue a no-cost extension. No additional
funding is awarded to Grantee in a no-cost extension.
2. 3-Month. The 3-month extension extends the agreement for up to three months.
Applications are welcomed from academic clinical medical centers located in this Commonwealth
which conduct neurodegenerative disease research. For the purposes of this grant, the definition
of an academic medical center that will be used comes from The Joint Commission International: a
tertiary care hospital that is organizationally and administratively integrated with a medical
school. The hospital is the principal site for the education of both medical students and
postgraduate medical trainees from the affiliated medical school; it conducts medical, academic,
or commercial human subjects research under multiple approved protocols involving patients of
the hospital. The Department will only consider applications from institutions that meet the above
