Lagoon Water Treatment Project

* Responsible for all equipment, transportation, materials, labor, and other work required to
complete the job.
* Cleaning work site of debris and repair of damaged berms and other site landscaping to original
conditions upon completion of work.
* Repair of any piping, valves, gate boxes, or other infrastructure damaged during the work.
* Responsible for damage to any persons or property shall rest with the Contractor.
* All Bidders must visit the site and inspect the premises to satisfy themselves of the existing
conditions at the mandatory Pre-Bid Meeting. Information for the pre-bid meeting can be found
on the next page. By submitting a bid, the Contractor acknowledges that they have examined the
site and accept the conditions that exist.
* Only tracked equipment will be permitted to enter the lagoons to perform Work.
* A site plan of the residuals lagoons can be found in Attachments A and C.
Item 1 - Removal and Disposal of Residuals Material
The bid quotation for Item 1 shall include the following:
* The removal, transportation and disposal of approximately _881________ wet tons of settled
residuals in a method approved by Local, State, and Federal regulatory agencies.
* On site dewatering, or additional "bulking" material, as required, to be mixed with the residuals
material to achieve a specific percent solids or other quality requirement for hauling and final
disposal at a receiving facility.
* Additional laboratory analysis and/or reporting, beyond that given in Attachments B and D,
required by local, state, or federal regulatory agencies for the removal, transportation, and
disposal of residuals. Sampling, analysis and/or permitting required by the Contractor's receiving
facility.
* Providee weight slips for residuals disposal from a state certified scale. Each slip shall indicate
trucking company, date, and tare weight. If additional bulking material is required to be mixed
with the residuals material on site before disposal, the contractor shall track the weight of the
bulking material mixed with the residuals and submit backup to the Owner. The weight of the
bulking material will be subtracted from the total disposal weight to determine the total weight of
residuals material removed and disposed of. Contractor will only be paid for the weight of
residuals material that is removed and disposed of, not the bulking material.
* The chemical and physical characterization data for the residuals at the time of sampling can be
found in Attachment D. The percent solids of the material in place can be found in Appendix D.
The depth of residuals is approximately ___1.0___-feet (from the base of the lagoon to the
residuals surface). The Contractor understands that the chemical and physical properties of the
material in place will vary over the area and depth of the material, and are expected to change
over time.
* Perform the removal operations in a manner that maintains a clear and level boundary between
the bottom of the residuals material being removed and the top of the underlying sand media.
Item 2 - Removal and Disposal of spent lagoon underdrain sand media
The bid quotation for Item 2 shall include the following:
* Removal and disposal of lagoon underdrain filter sand bedding. After removal of the residuals
material, the Contractor shall notify the Owner and the Owner shall inspect the sand bedding to
determine the depth of sand removal required.
* Care shall be taken to not damage the existing underdrain system, including piping, valves, and
purge connections. If these items are damaged, they shall be replaced at no additional cost to the
Owner.
* Contractor shall provide weigh slips for sand removal and disposal from a state certified scale.

* Additional laboratory analysis and/or reporting, beyond that given in Appendix B, required by
Local, State, or Federal regulatory agencies for the removal, transportation, and disposal of
residuals. Sampling, analysis and/or permitting required by the Contractor's receiving facility.
Item 3 - Install new lagoon underdrain sand media
The bid quotation for Item 2 shall include the following:
* Install new washed sand to Elevation 39.00. Washed sand shall be as specified in Table 1, below.
Contractor shall submit shop drawing for washed sand for approval prior to purchasing.
* Washed sand shall be clean, medium aggregate sand and meet the following requirements:

Pre-Bid Meeting
A mandatory pre-bid meeting will be held on [Date] at [Time] at the site. The site is located on the south
side of Pawtucket Boulevard, Lowell, MA across the boulevard from the Water Treatment Plant (815
Pawtucket Blvd.). All bidders are required to attend, and will be given the opportunity to inspect the
premises to satisfy themselves of the existing conditions.
Removal of Aluminum Based Drinking Water Residuals

* The undersigned agrees that, if he/she is selected as General Contractor, he/she will within ten (10)
days, Saturdays, Sundays and legal holidays excluded, after presentation thereof by the Awarding
Authority, execute a contract in accordance with the terms of this Bid and furnish a Performance
Bond and also a Labor and Materials or Payment Bond, each of a surety company qualified to do
business under the laws of the Commonwealth and satisfactory to the Awarding Authority and
each in the sum of the Contract Price, the premiums for which are to be paid by the General

per day will be assessed for each calendar day beyond the Final Completion date.

Sundays and legal holidays excluded, after the opening of bids and where Federal Approval is
required, the time period for holding bids is 30 days, Saturdays, Sundays and holidays excluded
after Federal approval.

The Contractor receiving the award of the contract shall be required to obtain from each of its

EEO/AA contract provisions prior to the award of such subcontract.
