RFQ 26-036 Re-Bid – Community Solar Outreach & Subscriber Management Consultant
The City of East St. Louis is soliciting Statements of Qualifications from qualified independent contractors to provide Community Solar Outreach and Subscriber Management Services supporting the City’s Community Solar Initiative funded through the Illinois Department of Commerce and Economic Opportunity (DCEO) Equitable Energy Future Grant.

Position Structure
The City intends to select three independent contractors to provide Community Solar Outreach and Subscriber Management Services:

One Lead/Supervisor – Community Solar Outreach & Subscriber Management
-
Two Community Solar Outreach & Subscriber Management Contractors
The contractors will work under a coordinated scope of work in support of the City’s Community Solar Initiative.
Minimum Qualifications
Applicants must demonstrate the following minimum qualifications:

Experience in community outreach, public engagement, customer service, program enrollment, or related work.

Strong verbal and written communication skills.
-
Ability to effectively engage residents and diverse community stakeholders.
-
Strong organizational, recordkeeping, and data-entry skills.
-
Experience using email, spreadsheets, word-processing programs, and databases or CRM systems.
-
Ability to maintain accurate and confidential records.
-
Ability to work independently and as part of a coordinated team.
-
Ability to attend evening and weekend community outreach activities as required.
-
Reliable transportation and ability to travel throughout East St. Louis and surrounding areas as necessary.

Interest in renewable energy, clean energy, Community Solar, workforce development, or environmental justice.
-
Documentation showing completion of or participation in applicable Climate and Equitable Jobs Act (CEJA) and Future Energy Jobs Act (FEJA) workforce development/training programs.
Additional Qualifications – Lead/Supervisor
Applicants seeking consideration for the Lead/Supervisor position should also demonstrate:

Prior supervisory, team-lead, project coordination, or program management experience.
-
Ability to organize assignments and coordinate the work of a small team.
-
Experience reviewing work products, records, and performance documentation.
-
Ability to prepare reports and communicate effectively with project partners and City representatives.
-
Strong problem-solving, organizational, and conflict-resolution skills.
-
Experience with community-based, clean-energy, grant-funded, or similar programs is preferred.
Required Submission Materials
Each applicant must submit the following information at a minimum:

Cover letter expressing interest in the Community Solar Outreach & Subscriber Management Contractor position.

Current résumé describing relevant education, training, work experience, community outreach experience, supervisory experience, and other applicable qualifications.

Up to three professional references, including name, organization/company, relationship to applicant, telephone number, and email address.

Documentation of applicable CEJA and FEJA workforce development/training program participation or completion.
-
Completed City vendor forms, W-9, disclosure affidavit, and any other documents required in the RFQ.
Failure to provide the required submission materials may result in the applicant being deemed non-responsive.
