BID NOTICE
Sealed bids for Redbird (South) Phase 3 ST-0059 will be received at the office of The Department of the County Clerk, Jefferson
County Administration Center, 729 Maple Street, Hillsboro, Missouri until 2:00 o’clock P.M. (CST) on April 14th, 2026, and at
that time will be publicly opened and read. All bids shall be submitted in triplicate in an opaque sealed envelope, marked with the
Project title, name and address of the Bidder, and accompanied by the other required documents. Bids submitted electronically will be
rejected. Late Bids will not be accepted and will be returned to the sender, unopened.
The proposed work includes building a roundabout on Highway 61 and Interstate 55 at exit 170. This work includes but is not limited
to new concrete pavement, grading, asphalt pavement on interchange ramps, signage, and striping.
All bidders submitting a bid must attend the Pre-Bid Meeting to be held at the Jefferson County Annex building located at
725 Maple Street, Hillsboro, MO 63050, in Conference Room 206, starting at 2:00 o'clock P.M. CST on April 2nd, 2026. The
listed Project Manager from the Jefferson County Department of Public Works shall hold the Pre-Bid Meeting to allow all
bidders to view the county provided materials and inquire about and identify any variables associated with the project. A
bid submitted from a bidder not in attendance at the Pre-Bid Meeting shall not be considered. Please call (636) 797-5573
with any questions, or special accommodations.
Work shall be in accordance with the provided Specifications, Job Special Provisions, and Plans. Where not specifically covered
by the Specifications, or Job Special Provisions or Plans, the Contractor shall adhere to the currently effective 2025 Edition of the
"Missouri Standard Specifications for Highway Construction", and the currently effective "MoDOT Standard Plans for Highway
Construction." The contractor shall have a maximum of One Hundred Thirty (130) Working days to complete the project.
Plans and specifications for this project will be available, at no cost, downloadable files from the Jefferson County website
(https://www.jeffcomo.gov/bids.aspx), beginning Friday, March 20th, 2026. The bidder will be responsible to check the County's
website for addendum(s) regarding this project prior to bid opening. All potential bidders must complete the "Plan Holder Contact
Information” form and submit this form to Public Works at pwprojects@jeffcomo.org and request placement on the bidder's list.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of
work, of a similar character in this locality, as established by the Department of Labor and Industrial Relations (Federal Wage
Rate) or state wage rate, whichever is higher.
Jefferson County, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this
advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full
opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion,
creed, sex, age, ancestry, or national origin in consideration for an award.
All bidders must be on MoDOT's Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for
Highway Construction, 2025 Edition. The contractor questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on any public works project must provide a minimum 10-Hour OSHA
construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by
their on-site employees within sixty (60) days of beginning work on the construction project.
A cashier's check or bid bond in the amount of 5% shall be submitted with each proposal. A certificate of insurance shall
be submitted with each proposal.
All bids shall be made on the forms provided. Three (3) copies of the bid must be submitted, one (1) being original inked. Jefferson
County, Missouri reserves the right to reject any or all bids, to waive any informality in the bids received, and to award the contract
to the lowest, responsive, responsible bidder, with MoDOT concurrence.

On the Job Training Requirements are 0 slot(s) at 1000 hours per slot as trainee goal.
No 2nd-tier subcontracting will be allowed on this project.
