Project Description: Request for Qualifications – RFQ 2025-079, Financial Counseling Services Provider for Financial Empowerment Center. Sealed Qualifications will be accepted at the City of Waco’s Operations Center, 1415 N. 4th Street, Waco, TX until 2:00 P.M., Friday November 21, 2025. The City of Waco has issued this Request for Qualifications to select a qualified 501(c)3 nonprofit organization(s) to serve as the financial counseling provider. This RFQ is targeted towards organizations that can effectively implement high-volume, quality, one on-one financial counseling services to low-income individuals/families in areas and to populations in high need.
