Description
The City of Peekskill ("City") requests statements of qualification from interested firms or
individuals to consult with and guide the Department of Planning & Development, Planning
Commission, and Common Council on the provision of affordable housing units by proposed
residential developments in the City of Peekskill. Furthermore, the selected consultant will
assist in the marketing of affordable units on an as-needed basis for small projects.
Background:
* Under Peekskill Municipal Code Chapter 155, all residential or mixed-use developments
of ten (10) or more dwelling units must designate 5% of residential units as affordable to
families earning between 40% and 60% of Area Median Income ("AMI") ("affordable
housing units") and 5% of residential units as affordable to families earning between
60% and 80% of AMI ("workforce housing units").
* The Common Council may adopt criteria under which a developer may pay a fee in-lieu
of providing affordable and workforce housing units.
* In certain zoning districts, the Planning Commission or Common Council may grant a
special permit for benefits such as bonus height if a developer provides additional
affordable or workforce housing units above the minimum requirement.
* A residential or mixed-use project's affordability is also a determining factor in its
financing structure, eligibility for a PILOT and other local incentives, and public
reception.
* The marketing of affordable and workforce housing units is often subject to regulation
or financing requirements. However, certain projects may require City assistance to
ensure that units are properly and fairly marketed and that preference is given to City of
Peekskill residents where applicable (see 155-3).
Need:
* The selected consultant will provide research and analysis to support Planning &
Development staff recommendations and Planning Commission and Common Council
decisions. Such decisions may include but are not limited to: when a fee in-lieu of
affordable and/or workforce housing units is appropriate and what criteria should
apply, how many affordable and workforce housing units can be reasonably supported
by a certain project, if and when the City or developer can give preference to income-
eligible Peekskill residents.
* In certain situations, the selected consultant will help ensure that all affordable and
workforce housing units are fairly and thoroughly marketed in accordance with Chapter
155 and applicable County and State guidance.

Services
The following services are indicative and may not constitute an exhaustive list. Respondents
should be prepared to provide such services on an hourly as-needed basis for three (3) to
seven (7) development applications per year.
Consulting:
1. Render advice regarding the affordable and workforce housing components of land use
applications and proposals.
2. Provide a deep understanding of real estate finance and knowledge of Westchester
County and New York State affordable housing subsidy programs to guide decision-
making.
3. Conduct financial and policy analysis.
4. Conduct research to provide a basis for planning decisions.
5. Produce written reports or recommendations for use by the Department of Planning &
Development, Planning Commission, or Common Council.
Marketing:
1. As needed for small projects, consult with the City, property owners, and developers to
market affordable and workforce housing units to eligible families with a preference for
Peekskill residents where possible.
2. Assist in establishing a registration system for interested residential applicants.
3. Design marketing and outreach materials for diverse audiences, including Spanish
language and other translation as needed.
4. Help eligible local residents document income eligibility and complete application
processes.
5. Develop communication methods for a target area including Westchester, Putnam,
and Rockland Counties, NY, Fairfield County, CT, and all five New York City boroughs.
6. Report on marketing engagement and successful lease-ups to City of Peekskill staff.
7. Educate and prepare local residents about housing developments and opportunities.
Submittal Requirements
Each response must include the following information:
* Provide a description of the individual's or firm's similar experience.
* Identify the project manager and state her/his similar experience.
* A brief narrative describing your intended approach to the services outlined in this RFQ.
* Provide the name, phone number and email address of at least three (3) references.
* Provide hourly rates for all services and staffmembers assigned to the work.

Review and Selection Process
The City will review proposals, conduct interviews, and hire a consultant to perform the
required work, based on the following:
* Experience and qualifications of the respondent (50%)
* Quality of the proposal and/or interview (25%)
* Financial Terms (20%)
* References (5%)

Additional Information
The selected consultant will be required to provide proof of insurance as required by the City,
listing the City of Peekskill as an "additional insured." The City of Peekskill is not responsible for
any expenses or costs incurred by any consultant in preparing and submitting a proposal or
