Professional Engineering and Design Services
for the Third Army Northern Alignment Feasibility Study
Statement of Qualifications (SOQ’s) will be received no later than 10:00 AM EDT in the Finance
Department – Purchasing Division, 2nd floor, 240 Constitution Boulevard, Dallas, GA 30132. SOQ’s
received after the designated time will not be considered. The OWNER of the project is the Paulding
County Board of Commissioners.
A non-mandatory pre-proposal virtual conference is scheduled for 9:00 a.m. on Thursday, April 2, 2026.
All consultants are urged to attend. Questions regarding proposals should be directed to Tara Goldin,
Purchasing Manager at purchase@paulding.gov , no later than 10:00 a.m. on Thursday, April 9, 2026.

The approximate extent and character of the Work is generally described as follows:
Paulding County (County) is soliciting Statement of Qualifications from qualified firm(s) or
organization(s) to provide consultant services for the development of the Third Army Northern
Alignment Feasibility Study
The purpose of this project is to determine where the best location for an additional interchange on
Interstate 75 is needed, and the location of the connection road into Paulding County should be
examined.
Proposers shall inform themselves concerning Georgia Law and comply with same.
To obtain a full copy of the RFQ, submit a written request via email to purchase@paulding.gov stating your
name, company and contact information. The telephone number to the Purchasing Department is 770-443-
7512. There is no charge to request this proposal.
Each Statement of Qualifications requires two (2) submittals per package. The Statement of Qualifications (1
original and 5 copies) must be completed and submitted in a SEALED ENVELOPE, addressed to the
OWNER. Each sealed envelope containing a SOQ must be plainly marked on the outside as, “RFQ # 26027-
1518 Professional Engineering and Design Services for the Third Army Northern Alignment
Feasibility Study and include on the envelope the due date and time along with the company or
individual submitting the proposal. An electronic copy (on a thumb or flash drive) must be included in a
SEALED ENVELOPE, addressed to the OWNER. The sealed envelope containing the electronic SOQ must
be plainly marked on the outside as, “RFQ # 26027-1518 Professional Engineering and Design Services
for the Third Army Northern Alignment Feasibility Study” and include on the envelope the due date
and time along with the company or individual submitting the proposal
NO COST SHOULD be referenced in the SOQ.
If the SOQ is forwarded by mail, the sealed envelope containing the proposal must be enclosed in a
separate mailing envelope to the attention of the OWNER at the address previously given.
Based on the SOQ’s submitted in response to the RFQ, the Selection Committee will review and identify
three (3) to five (5) firms which will be short listed. The firms short listed as finalists will receive
notification and final instructions regarding Phase II – Technical Response will be shared at that time. No
work should begin on Phase II until notifications have been sent.
Paulding County will consider the competency and responsibility of bidders in making the award. The
Georgia Security and Immigration Compliance Act Affidavit form must be submitted with all bid
packages.
Paulding County reserves the right to reject any and all statement of qualifications, to waive informalities
and technicalities, to reject portions of the proposals, and to award contracts in a manner consistent with
the County and the laws governing the State of Georgia.
