1. INTRODUCTION
Burke County, in partnership with Burke County Public Schools, has been awarded a Federal Grant
for the purchase of a weapon detection system for Burke County Schools. The County is seeking
bids from qualified vendors to provide, install, and provide training for a weapon detection system.
Submittal deadline is January 8, 2026, at 2:00pm.
Sealed bids must be submitted in person, mail, or special courier service to the Burke County
Finance Office at the addresses below with the firm’s name and RFP-2026-0108 written on the
outside of the envelope/box:

Questions can be emailed to purchasing@burkenc.org no later than 5pm, on Monday, December
29, 2025. Answers to all submitted questions will be posted on the website below.
Any bid received later than the specified date and time will not be accepted or considered.
Bid opening will take place at 2:15pm on Monday, January 8, 2026, in the Burke County 1st Floor
Conference room located at 200 Avery Ave, Morganton, NC 28655.

2. OVERVIEW
Burke County, in partnership with Burke County Public Schools, submitted an application for the US
Department of Justice 2025 COPS Office School Violence Prevention Programs (SVPP). Burke
County was selected for funding, and a large portion of the funding is to purchase a portable
weapon detection system. This system will be used by Burke County Public Schools to help keep
weapons out of schools and provide added security at athletic events.
3. INSTRUCTIONS
3.1. COMMUNICATIONS
All communications, any modifications, clarifications, amendments, questions, responses or
any other matters related to the Request for Proposals (RFP) must be made only through the
Procurement Contact noted on the cover of this RFP. A violation of this provision is cause for
the County to reject a Company’s bid. No contact regarding this document with other County
employees or Burke County Public School employees is permitted and may be grounds for
disqualification.
3.2. BIDDER ACKNOWLEDGEMENT
The Bid will remain subject to acceptance for 90 days after the Bid Opening, or for such longer
period of time that Bidder may agree to in writing upon request of the County.
3.3. DUPLICATE BIDS
No more than one (1) bid from any Bidder will be considered by the County. In the event
multiple bids are submitted in violation of this provision, the County will have the right to
determine which bid will be considered, or at its sole option, reject all such multiple bids.
3.4. BID SIGNATURES
An authorized company official must sign Bids. Each signature represents binding commitment
upon the Bidder to provide the goods and/or services offered to the County if the Bidder is
determined to be the lowest responsive, responsible Bidder.
3.5. BIDDERS RESPONSIBILITIES
The Bidder must be capable, either as a firm or a team, of providing all parts as described
herein. Exclusion of any parts or services for this Bid may serve as cause for rejection.
The successful Bidder will be responsible for all work in this solicitation whether they are
provided or performed by the successful Bidder or subbidder(s). Further, the County will
consider the successful Bidder to be the sole point of contact with regard to contractual
matters, including payment of any and all charges resulting from the cost of any contract. The

successful Bidder must be an authorized dealer of the proposed scale and associated
equipment.
3.6. PROPOSAL SUBMITTAL REQUIREMENTS
Submission shall consist of the following in a sealed envelope/box labeled with the firm’s name
and RFP-2026-0108 on the outside of the envelope/box:
a) Cover letter on the Bidder’s letterhead, summarizing the pricing total and
outlining the vendors’ terms and conditions, signed by the representative
managing the account.
b) 1 paper copy of the submission including the bid form found at the end of
the RFP.
