RFP 24-023 Graham Creek Reservoir Expansion Preliminary Engineering Services
Scope of Work includes the preliminary engineering of the Graham Creek Reservoir expansion.
The detailed scope of work and major deliverables for successful Engineering Consultants are:
1. Review information available at the County including:
a. A list of all licenses with and without Instream Objectives (IOs) and conveyance
agreements.
b. A list of communities and their respective populations.
c. Historical water consumption in each community and/or industrial area.
d. Existing reservoirs including the existing Graham Reservoir and its volume
deficiencies.
2. Complete a high-level statistical analysis to assess the following:
a. Review historical hydrology and instream flows, primarily on the Bow River which
supplies water to Balzac, Prince of Peace and Conrich (Cambridge Park) areas.
b. Compare the historical flows to various potential restrictions within the conveyance
agreements.
c. Evaluate the potential impacts to the water shortage risk as a result of climate
change.
d. Attempt to measure the likelihood of restrictions triggered as well as duration to
assess the confirm the need and size of a future raw water reservoir.
e. Develop the recommended storage volumes using the above information along
with existing and future water demands.
3. Using the volumes identified above, develop a preliminary design for the reservoir,
including:
a. Identify potential sites adjacent to the existing reservoir including:
i. Download base information including LiDAR, aerial photography,
cadastral, and landowner information.
ii. A desktop assessment to review potential locations.
iii. Review the most beneficial location with the County.
iv. Complete a site review to identify any constraints that were not identified
during the desktop review.
b. Complete the Preliminary Design, including:
i. Number of cells.
ii. Depths, footprints and side slopes.
iii. Liner requirements.
iv. Earth balance.
v. Cursory pipe alignments and size.
vi. Cursory pump stations to transfer water to and from the reservoirs.
c. Develop six drawings for the reservoir (site plan [1], cross sections [2],
miscellaneous details [3]).
d. Complete cost estimates, which will include:
i. Construction.
ii. Professional services for next steps including, Detailed designs,
Environmental Assessments, Geotechnical Assessments, Dam Safety (if
required), Regulatory Approvals, Tendering and Construction
Administration, etc.
iii. Land Acquisition (confirm the cost and compare to the anticipated land
assessment of ~$7,000/acre).
Develop a Technical Memorandum to provide the drawings, and costs, and to outline
assumptions and recommendations to select an appropriate site. Coordinate a review
meeting with County staff to review the drawings, and costs and finalize the document.
