Notice of Receipt of Unsolicited Proposal
Comprehensive P3 Model for Redevelopment of The Landing Golf Course
NOTICE IS HEREBY GIVEN that the City of Clearwater (City) has received an unsolicited proposal for a qualifying public-private partnership project (P3) pursuant to Section 255.065, Florida Statutes, for Redevelopment of The Landings Golf Course (Project).  The Project will transform a City-owned golf course into a sports, recreation, and entertainment complex, which will include multipurpose sports fields, pickleball complex, miniature golf course, water amenity, sand volleyball, food court, community walking trails, and a fitness and wellness center.  The unsolicited proposal contemplates that the private entity will develop, finance, construct, maintain, and own the improvements with the City providing a long-term ground lease for the property.
The City will accept other proposals for the redevelopment of The Landings Golf Course.  Proposals must maintain the propertys use for the public and be consistent with active or passive recreational uses.
Competing proposals are due no later than 10:00 a.m. on September 21, 2026, and should include information sufficient for the City to evaluate and score them based on the following criteria:
Experience and Qualifications (30 Points)
Provide the Proposers history and industry background related to the development, construction, maintenance, and operation of public recreational facilities.
Provide all relevant information on the Project team, including resumes for all key team members who will work on the Project.
Provide the history, background, and role of any subcontractors participating in this Project and the Project organizational and reporting structure.
Provide a description of completed projects where the Proposers solution has been implemented. Include the subcontractor(s) involved in completing the project.
Project Approach (30 Points)
A complete discussion of the objective of the Project, the method of approach, the nature of the anticipated results, and the characteristics that make it a Project worthy of pursuit by the City.
Type of support needed, if any, from the City, for example, facilities, equipment, materials, personnel, financial resources, etc.
Identification of any proprietary data used and the manner in which it is used.
Demonstrate that the Proposal involves an acceptable and optimal sharing of costs and risks between the City and Proposer.
A description of the Proposers management plan for the Project implementation and management.
A preliminary project schedule.
Compensation (40 Points)
A detailed description of the Project costs and general business terms, including proposed lease payments, or other service payments over the terms of the Project agreement, and the methodology for and circumstances that would allow changes to the payments and other service payments over time.
The proposed, total compensation to be paid to the City, including the methodology for determining the compensation.
If proposing private financing, provide detailed financing assumptions and structure including financing costs, fees, loan or credit agreement, term sheet and other standard financial information.
If proposing non-traditional or public financing, provide a detailed financing program including sources of funding commitments, total commitment amounts and how any funding shortfalls will be addressed.
Responsibility for submitting timely proposals rests solely with parties submitting proposals.  Any proposal received after the above-stated deadline will not be considered.  The City shall in no way be responsible for delays or issues in submitting proposals.  There is no fee associated with this application process.  A proposal must meet the definition of a qualifying project as provided in Section 255.065, Florida Statutes.  Proposals should provide detail beyond a conceptual level.
The City reserves the right to reject any or all Proposals as provided under Section 255.065, Florida Statutes.  The City shall rank the Proposals using a point ranking system in accordance with established procurement procedures.
The City may negotiate and award an interim agreement and/or comprehensive agreement with the Proposer whose Proposal best serves the interests of the City.  Nothing contained in this notice is intended to be an obligation or binding agreement by the City regarding the Project.
All proposals and related information received will be subject to the applicable provisions of Section 255.065, Florida Statutes, and the Florida Public Records Law.  City Code Section 2.566 will be in effect from the date this notice is first advertised.
