INVITATION TO BID
Sealed bids for the Rowan-Cabarrus Community College, South Campus Building S201 and CBTC Partial Driveways
and Parking Re-Paving Project will be received via email, (pdf format only) at collegeenvironment@rccc.edu until, but
no later than 2:00 pm, local prevailing time, Wednesday, May 06, 2026, and then publicly opened and read immediately
thereafter via ZOOM. Bidders are encouraged to view the bid opening in real time via a ZOOM link that follows.
The Bid Name and IFB # 121-041426JVC shall be referenced as the subject line of all emails.
Bidders shall be Contractors licensed in North Carolina, with Owner approved Sub-Contractors as required. The General
Contractor shall be the Prime Contractor, and the bid shall contain all work required to ensure complete and satisfactory
installation as designed. Bidders will receive an email receipt notification that their bids have been received.
HUB certified contractors are encouraged to submit a bid for this project.
Bids received after the announced time and date for submittal will be rejected. Bidders are responsible for ensuring their
bid is received before the deadline indicated. All firms must be registered with the North Carolina Electronic Vendor Portal
(eVP and Purchase Orders) prior to presenting a proposal. Failure to register may result in disqualification. North Carolina
Electronic Vendor Portal may be found at https://evp.nc.gov/ Contractual Requirement: All bidders must agree to
execute a contract that incorporates and adheres to the State of North Carolina's General Terms and Conditions. These

Bid bonds are required in the amount of 5% of the total bid submitted. If paying by check, mail to: Rowan-Cabarrus

must be received by 2:00 pm, Wednesday, May 7, 2026. Only Bid Bond checks can be mailed, bids and other

A Non-Mandatory Pre-Bid conference will be held at 10:00 am on April 22, 2026, at the South Campus Building S201
parking lot, 1531 Trinity Church Rd., Concord, NC. Attendees will then proceed to the CBTC Campus, 660 Concord
Pkwy N. (US29), Concord, NC. This will be to review the areas for re-work as high-lighted in the site drawings. Attendance
at the meeting is highly recommended to familiarize potential bidders with the existing conditions and extent of work
requested at both sites.

PROJECT OVERVIEW
This project consists of milling, reconstruction, and resurfacing of paved vehicular and parking areas at South Campus, as
indicated on the attached partial site plans provided by the College. The work includes standard-duty asphalt pavement,
heavy-duty asphalt pavement, associated base preparation, grading adjustments, drainage accommodations, and
pavement markings. All work shall comply with the College’s Facility Design Manual (FDM), applicable NC DOT standards,
and local code requirements.
The intent of this scope is to provide a clear basis for contractor or designer proposals and to establish minimum technical
and performance requirements.
General Description of Work
The paving improvements generally include:
Removal of existing asphalt and deteriorated base where required.
Placement of new asphalt pavement sections (standard-duty and heavy-duty) in designated areas.
Adjustment and protection of existing utilities, including buried conduit shown on the sketch.
Fine grading to maintain positive drainage.
Pavement striping and markings.
Restoration of disturbed areas.
Approximate paving areas shown on the sketch include:
Area A: ~50,254 SF (parking area – standard-duty asphalt)
Area B: ~46,603 SF (parking area – standard-duty asphalt)
Area C: ~35,114 SF (parking area – heavy-duty asphalt)
Roadway/drive aisles and service drive: Heavy-duty asphalt sections at truck routes and primary access drives
Final quantities shall be verified in the field by the contractor.
Pavement Design and Materials
All asphalt pavement sections shall conform to the College Facility Design Manual – Asphalt Pavement
Specifications, including materials, thicknesses, and placement methods. At a minimum:
Standard-Duty Asphalt Pavement
(Standard parking areas and low-volume traffic zones)
Asphalt surface and intermediate courses per FDM requirements.
Aggregate base course thickness per FDM.
Compaction to specified density requirements.
Smooth, uniform finished surface with no ponding.
Heavy-Duty Asphalt Pavement
(Drive aisles, service drives, and areas subject to delivery trucks and maintenance vehicles)
Increased asphalt section per FDM heavy-duty criteria.
Reinforced or thicker aggregate base as required.
Additional stabilization if existing subgrade conditions warrant.
The contractor shall verify existing subgrade conditions and notify the College of any unsuitable materials encountered.
Earthwork and Base Preparation
Saw-cut asphalt edges to provide clean, vertical joints.
Remove existing pavement to the limits shown and as necessary to achieve design grades.
Proof-roll exposed subgrade and undercut unsuitable material as required.
Provide aggregate base course in lifts with proper moisture conditioning and compaction.

Drainage and Grading
Maintain existing drainage patterns where feasible.
Adjust pavement grades to ensure positive drainage away from buildings and toward existing inlets.
Raise or lower existing structures (manholes, valve boxes, inlets) to finished grade.
Protect existing storm drainage facilities during construction.
Utilities and Coordination
Identify and protect all existing underground utilities, including the buried conduit noted on the sketch.
Coordinate with the College prior to any work within utility corridors.
Repair or replace any damaged utilities at the contractor’s expense.
Pavement Markings and Striping
Provide new striping for parking spaces, drive aisles, fire lanes, and accessible spaces.
Stripping materials, colors, and layouts shall match existing campus standards and MUTCD requirements.
Remove obsolete markings as part of the work.
Construction Phasing and Access
Maintain campus access and emergency routes at all times.
Coordinate construction sequencing with the College to minimize disruption.
Provide temporary traffic control, barricades, and signage as required.
Quality Control and Acceptance
Perform compaction and material testing in accordance with FDM and NC DOT standards.
Correct areas failing density, thickness, or smoothness requirements at no additional cost.
Final acceptance is contingent upon visual inspection, drainage performance, and compliance with specifications.
Deliverables
Construction schedule.
Material certifications and test results.
As-built limits of paving and any deviations from the sketch.
Warranty information per College standards.
Assumptions and Exclusions
Scope is based on the provided sketch and does not include lighting, new drainage infrastructure, or curb
construction unless specifically authorized.
Any scope changes resulting from concealed conditions shall be addressed through a formal change process.
