IMPROVEMENTS, CONTRACT 3, DISTRIBUTION LINE, SRF PROJECT NO. DWI-L530006-
01-0 will be received by the CLAYTON VILLAGE WATER ASSOCIATION, herein called the
“owner” at the office of 13448 MS-182, STARKVILLE, MS 39759 until 10:00 A.M.,
TUESDAY, DECEMBER 16, 2025 and then at said office publicly opened and read aloud.
Electronic bids will be received until the designated date and time via electronic online bid
submission through www.cceplanroom.com.
The project will consist of the following approximate bid items/quantities: mobilization (1
ls), maintenance of traffic (1 ls), temporary silt fence (500 lf), wattles (200 lf), clearing and
grubbing (1 ls), seeding and mulching, main line (1400 lf), stone/gravel resurfacing (10 cy),
select borrow material (15 cy), bituminous resurfacing (20 sy), pipeline and valve id
markers (53 each), 12” pvc (cl200 water pipe line (includes tracer wire) (1400 lf),
directional bored HDPE DR11 encasement for 12” HDPE DR11 waterline and roadway
crossing (includes bore and encasement) (carrier pipe separate pay item), 12” HDPE DR11
carrier pipe for bored encasement (includes adapters) (120 lf), DIP fittings, MS C153
compact (460 lb), and 8” machine tap (includes valve and box) (1 each).

Registering for a free account at www.cceplanroom.com will enable bidders to view and/or
order Contract Documents online and/or complete the electronic bidding process. The only
requirement for account registration is a valid email address. Questions regarding website

Contract Documents are issued to potential Bidders only as paper copies from Plan House
Printing and Graphics, 607 West Main Street, Tupelo, MS 38804. Bidders may opt to
purchase Contract Documents online at www.cceplanroom.com. All payments for Bid
Documents are non-refundable and shall be made payable to Plan House Printing and
Graphics, 607 West Main Street, Tupelo, MS 38804.
Each bidder must deposit with this bid, security in the amount, form and subject to the
conditions provided in the Information for Bidders. For Bidders submitting bids
electronically, the bond submitted must be either a bond issued by the Surety in electronic
format or the original hard copy of the bid bond must be submitted to CLAYTON VILLAGE
WATER ASSOCIATION, 13448 MS-182, STARKVILLE, MS 39759 (OWNER) prior to bid
opening in order for the bid to be valid.
Bids will be accepted only under the name of the Bidder to whom contract documents
have been issued by Plan House Printing, on behalf of the Engineer, and whose name
appears on the official list of Planholders maintained by Plan House Printing.
Minority and women's business enterprises are solicited to bid on this contract as prime
contractors and are encouraged to make inquiries regarding potential subcontracting
opportunities, equipment, material and/or supply needs.
This contract is funded in whole or in part by funds as is established in the Safe Drinking
Water Act’s State Revolving Loan Funds (42 U.S.C. 300j-12); therefore, this project must
comply with the American Iron and Steel requirements of the Act.
Any contract or contracts awarded under this invitation for bids are expected to be funded
in whole or in part by anticipated funds from the Drinking Water Systems Improvements
Revolving Loan Fund (DWSIRLF) loan program from the State of Mississippi. Neither the
State of Mississippi, the Local Governments and Rural Water Systems Improvements Board
nor any of their employees will be a party to this invitation for bids or any resulting or
related contracts. This procurement will be subject to all applicable sections of the
Mississippi code of 1972, Annotated, as they apply to local governments, in accordance
with Appendix D of the DWSIRLF Program Regulations.
