Gray's Creek Phase 1 Water Distribution Package 1 and Package 2
General Notice
Gray's Creek Water and Sewer District (Owner) is requesting Bids for the construction of the following
Project:
Gray's Creek Phase 1 Water Distribution Package 1 and Package 2
Bids for the construction of the Project will be received at 698 Ann Street Fayetteville, North Carolina
28301 until Tuesday, April 21, 2026, at 1:00 pm local time. At that time the Bids received will be
publicly opened and read.
The Project includes the following Work:
Provide a new water distribution system in Cumberland County, North Carolina. Elements of the
project include the following:
Package 1:
* Identification of underground utilities.
* Clearing and grubbing.
* Provide, maintain, and removal of erosion control measures.
* Installation of 2,709 LF of 12-inch diameter water main, 9,490 LF of 8-inch diameter water
main, 118LF of 6-inch diameter watermain, 462 LF of 2-inch diameter water main, fire
hydrants, valves, and other appurtenances in NCDOT right-of way.
* Installation of 68 LF of 24-inch steel casing by Jack and Bore at 1 location. Installation of 409
LF of 18-inch steel casing by Jack and Bore at 3 locations.
* Installation of 77 water taps, service lines, and meter boxes.
* Completion of all required tests and inspections.
* Completion of record drawings.
* Surface restoration.
* All other Work required in accordance with the Contract Documents.
* Compliance with State and Federal Funding Requirements.
Package 2:
* Identification of underground utilities.
* Clearing and grubbing.
* Provide, maintain, and removal of erosion control measures.
* Installation of 13,043 LF of 8-inch diameter water main, 129 LF of 6-inch diameter
watermain, fire hydrants, valves, and other appurtenances in NCDOT right-of way.
* Installation of 93 LF of 18-inch steel casing by Jack and Bore at 2 locations. Installation of
420 LF of 18-inch steel casing by Open Cut at 6 locations.
* Installation of 107 water taps, service lines, and meter boxes.
* Completion of all required tests and inspections.
* Completion of record drawings.
* Surface restoration.
* All other Work required in accordance with the Contract Documents.
* Compliance with State and Federal Funding Requirements.

Pre-Bid Conference
No pre-bid conference will be held for the Project.
Questions will be received via email to jscott@cumberlandcountync.gov until Thursday, April 16, 2026
at 5:00 pm local time.
Obtaining the Bidding Documents
Information related to this solicitation, including any addenda, will be posted to the Cumberland
County Bid Search (https://ccmunis.co.cumberland.nc.us/vss/Vendors/VBids/Default.aspx). Bidders
must register in advance at Vendor Self Service
(https://ccmunis.co.cumberland.nc.us/vss/Vendors/default.aspx).
Bidding Documents may be downloaded from the designated website above. Prospective Bidders are
urged to register with the designated website as a Bidding Documents holder, even if Bidding
Documents are obtained from a third-party plan room or source other than the designated website in
either electronic or paper format. The designated website will be updated periodically with Addenda,
reports on the Site, and other information relevant to submitting a Bid for the Project. All official
notifications, Addenda, and other Bidding Documents will be offered only through the designated
website. Neither Owner nor Engineer will be responsible for Bidding Documents, including Addenda, if
any, obtained from sources other than the designated website.
