Project Description: New Freedom Borough (The Owner) will receive bids for the Project entitled Bailey Avenue Storm Sewer Replacement Project at Bailey Avenue, New Freedom, Pennsylvania 17439 until 3:00 pm on April 3rd, 2025 for General Construction Contract covering all work identified in the Bidding Documents.
Bids shall be submitted electronically through the PennBid Bonfire System (https://pennbid.bonfirehub.com), bids will be opened publicly and read aloud shortly thereafter, in the New Freedom Borough Council Room located at 49 East High Street, New Freedom, PA 17349.
Project includes: Trenching, storm sewer system demolition and disposal, storm sewer system installation, backfilling, pavement overlay of trench.

Bidding Documents, including Project Manual and Drawings, are only available in pdf format through the PennBid Bonfire website (https://pennbid.bonfirehub.com).
Each bid shall be accompanied by a bid security in the form of AIA Document A310 Bid Bond, from an approved Surety Company, certified check, or cashier’s check payable to the Owner, in an amount of not less than ten percent (10%) of the amount of the Base Bid. If the Bid Security is provided by check, a scan of check shall be submitted with bid, with the original being provided within two (2) business days of bid opening if bidder is the apparent low responsible bidder.
The Work of the Project shall commence no later than ten (10) days after the date listed in the Notice to Proceed, issued by the Owner.
Except as permitted by Pennsylvania Act No. 4 of 1974, proposals may not be withdrawn by the bidder for a period not to exceed 60 calendar days following the actual date of the opening thereof, or, if award of contract is delayed by a required approval of another government agency, the sale of bonds or the award of grant or grants, the proposals may not be withdrawn by the bidder during the 120 day period following the date of bid opening.
Notice is given that the Project for which construction bids are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under provisions of said Act must be paid by contractors in connection with performance of the necessary work.
The Owner reserves the right to waive any informalities in bids, or to reject any or all bids to the extent permitted by law.
The Bidder acknowledges that New Freedom Borough has received funding assistance for this Project in the form of a Hazard Mitigation Grant Program (“HMGP”) grant from the Commonwealth of Pennsylvania (the “Commonwealth”) acting through the Pennsylvania Emergency
Management Agency (“PEMA”).
The bidding process, contract, and conduct of the work must meet the requirements of the HMGP agreement, which is attached to the Project Manual. The agreement will obligate New Freedom Borough to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder’s attention is directed to these attachments. These documents outline the specific requirements of the HMGP agreement. Submission of a bid for this Project will be considered the Contractor’s acknowledgment of these requirements and commitment to adhere to the same.
