About CCWD
Contra Costa Water District was formed in 1936 to provide water for irrigation and industry and now
serves approximately 550,000 people in central and eastern Contra Costa County. Contra Costa Water
District is a local service agency known as a special district. Being a special district allows us to have a
single well-defined focus to meet a specific need. We provide a vital service of keeping the water flowing
to our community.

II. Notice of Inviting Proposals
A. Submittal of Proposals
Bidders must provide one (1) sealed hard copy bid (paper) and an electronic version on a flash drive
containing all required documentation in Word, Excel, or PDF format. No faxed or emailed bids will be
accepted. Bids shall be received at the Contra Costa Water District, 1331 Concord Avenue, Concord,
California, by 10: 00 a.m. (PST), Friday, February 27, 2026. Bids received after the due date and time will
be returned unopened and deemed unresponsive.
B. Pre-Bid Meeting-Optional
At this time, CCWD will not be conducting a voluntary or mandatory pre-bid meeting.
C. Conditions of Request for Proposals
Terms of Agreement
This service is for a one-year base period Fiscal Year (FY27) July 1, 2026, through June 30, 2027.
Liability of Cost and Responsibility
CCWD shall not be liable for any costs incurred in response to this ITBs. All costs shall be borne by the
person or organization responding to the request. The person or organization responding to the
request shall hold CCWD harmless from any and all liability, claim or expense whatsoever incurred by
or on behalf of that person or organization. All submitted material becomes the property of Contra
Costa Water District.
Insurance
CCWD has initiated an insurance compliance program. This program requires all companies providing
products and services to CCWD to have in place insurance coverage prior to the issuance of any
contract. Once the most responsive bidder has been established, that vendor will have until 30 days
after selection to provide all required insurance documents per the samples provided and register with
CCWD’s insurance compliance tracking system, MyCOI. Failure to provide this insurance
documentation will result in CCWD considering this bid or response to be unresponsive.

Business License
Business licenses will be verified with the issuing agencies and references will be checked.
Prevailing Wage
Pursuant to Section 1770, et seq., of the California Labor Code, the successful bidder shall pay not less
than the prevailing rate of per diem wages as determined by the Director of the California Department
of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the office of the
Purchasing Officer, where copies will be made available during normal working hours to any interested
party upon request, or Bidders may prefer to obtain the current prevailing rate of per diem wages
directly from the website maintained by the California Department of Industrial Relations
(http://www.dir.ca.gov/dlsr/pwd/index.htm ).

Bid Notices
CCWD has included the Bid/Proposal General Provisions (Attachment C) to help explain CCWD’s bid and
proposal process.
The attached bid requirements must be completed and provided by the respondent. The information
will be the basis for the evaluation of costs between respondents and will be the basis for actual charges
for services performed under the terms of this contract. Submission of a bid constitutes acceptance of
CCWD’s Purchase Order Terms and Conditions (Attachment E). Failure to indicate herewith any
exceptions to the Purchase Order Terms and Conditions shall forever waive any such exceptions, see
the Bid Guarantee (Attachment D).
Addenda
Any changes, additions, or deletions to this bid will be in the form of written Addenda issued by the
Contra Costa Water District and posted to Planetbids and CCWD’s websites. CCWD will not be
responsible for failure of any prospective Vendor to receive such Addenda. All Addenda so issued shall
become part of this bid.

Questions concerning Water Treatment Chemicals should be directed to the CCWD Purchasing Officer
at ccwdpurchasingrequests@ccwater.com, referencing ITB # 2700 and must be received by 4:00 p.m.,
(PST), Thursday, February 10, 2026. Responses to all questions received by the due date will be
published on CCWD website as an Addendum to the ITB on Tuesday, February 17, 2026.
Best Value Award
CCWD specifically reserves the right to reject any or all bids, to make any awards or any rejections in
what it alone considers to be in the best interest of CCWD, and to waive any irregularities in the bids.
CCWD does not obligate itself to accept the lowest bid and specifically reserves the right to reject any
or all bids or CCWD will accept any bid or combination of bids considered most favorable. CCWD
reserves the right to hire a primary and secondary contractor in the event the primary contractor cannot
respond in a timely manner.

WATER TREATMENT CHEMICALS
General Specifications
Specifications listed below are general requirements for all chemicals – detailed requirements are
stated in the individual chemical specifications attached. All treatment chemicals or products must be
certified as meeting the current specifications of NSF International/American National Standard
Institute (NSF/ANSI) 60-2005 (Drinking Water Treatment Chemicals – Health Effects), which is hereby
incorporated by reference. Certification shall be from an American Water Works Association (AWWA)
accredited product certification organization whose certification system includes, as a minimum, the
following criteria for ensuring the chemical or product meets NSF/ANSI Standard 60.
(a) Annual product testing
(b) Annual facility inspections
(c) Annual quality assurance and quality control review
(d) Annual manufacturing practice reviews
(e) Annual chemical stock inspections
All prospective vendors must submit proof of current NSF/ANSI 60 certification for chemical works of
origin for all chemical bids. The bill of lading must clearly identify the product delivered to be NSF 60
certified by stamp or typed written statement – no handwritten notations accepted. Failure to provide
clear identification of the NSF products will result in the rejection of the load at no cost to the Contra
Costa Water District (CCWD).
General Chemical Standards:
1. Calcium Thiosulfate (30% solution) shall be 30% solution w/v, pH 6.5-7.15, and specific gravity
of 10.34 pounds per gallon, and the solution should be clear.
2. Liquid Oxygen must conform to the current version of the AWWA Standard.
3. Polymers (Cationic) must conform to the current version of the AWWA Standard. Polymers
(Non-ionic) must conform to the current version of the AWWA Standard.
4. Sulfuric Acid (93% solution) must be certified to NSF Standard 60.
5. Aluminum Sulfate (44%-49%) must conform to the current version of the AWWA Standard.
