The purpose of this amendment is to:

Extend the closing date of solicitation 36C25625Q1429 from to 09/08/2025 at 10:00 am CST.

What cable length is needed to connect the load bank to the generator?
In the past the longest distance for load bank test was 100 ft
Are grounding provisions in place for the load bank?
There are lugs for the ground wires
Is there enough space for the load bank and ventilation clearance?
There is ample space for the load bank and ventilation
On page 25 of the Synopsis/Solicitation:
The Contractor shall restore the equipment to full performance within one week of the originating call and/or have the capability to provide a portable emergency generator of equal capacity if the facility has one or two inoperable generators. Charges to the VA for generator rental and tie ins shall originate only upon prior approval being granted by the Contracting Officer as an additional cost to the VA. Use of overtime emergency hours as listed in this PWS may be used toward this item should the VA have not yet exhausted the aggregate for the year. Should the facility experience a failure of three or more generators at one time, the Contractor shall provide portable emergency generators (rental, tie ins and fuel) of equal, total capacity of the units, minus two, at no cost to the VA to maintain an emergency power capacity of 11MW (equivalent of five 2.2 MW units). This shall occur if the inoperability of the units is due to poor maintenance, lead time of replacement parts as part of maintenance program, system failures due to normal wear and tear.

Without knowing the current state of repair, or ongoing maintenance schedule, is it the VA s intent for the contractor to take the full risk and responsibility for providing free-of-charge emergency power if the existing generators are already in a state of disrepair?
It is our intent for the contractor to be held accountable if the generators are down due to contractors negligence of inadequately performing the preventative maintenance. All generators listed in the SOW are tested monthly according to Joint Commission Standards and have been properly maintained up to this point. Will the VA allow the contractor to include a rental fee schedule as part of this proposal, broken out on a per-generator basis?
The contract is for maintenance and annual testing. Any emergency rental (unassociated with #2 per the PWS, below, that we would need to cover would likely need to be a new emergency contract for equipment rental

Does the phrase cited above, if the inoperability of the units is due to poor maintenance include existing units, if poorly maintained currently?
