Background:
FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways

threats, education, nutrition, environment, economic development, civil society, gender, youth,
research, technology, communication, and social marketing creating a unique mix of capabilities
to address today’s interrelated development challenges. FHI 360 serves more than 70 countries
and all U.S. states and territories.
The Strengthening Infections Disease Detection Systems (STRIDES) Activity, a global project led by
FHI 360, is a critical addition to the U.S. government’s (USG) Global Health Security (GHS)
response with its focus on improving disease detection, surveillance, data collection, analysis, and
reporting systems worldwide. Too many inadequate surveillance and diagnostic systems in
countries hinder their ability to rapidly and effectively prevent, detect, report, and respond to the
ever-increasing threat from epidemics, pandemics, and novel infectious diseases that pose a risk
to U.S. national security. Through STRIDES, by strengthening surveillance, detection, and reporting
systems and driving them to meet international quality and safety standards, the United States will
help achieve the goal of halting outbreaks before they spread by supporting human and animal
health systems to provide quality, sustainable services.
The STRIDES Activity in Brazil focuses on operationalizing durable, government-led systems that
enhance national and subnational capacity to prevent, detect, and respond to zoonotic and
emerging infectious diseases. Emphasis is placed on strengthening laboratory systems and
biosafety and biosecurity, improving event-based and routine disease surveillance, enhancing data
use and interoperability across health sectors, and supporting, coordinated, and effective outbreak
responses.
Purpose of Consultancy:
The STRIDES activity is seeking an experienced consultant to provide technical, coordination, and
operational support to STRIDES start-up readiness and early implementation activities in Brazil. It

is expected that the consultant will travel to (or be based in) Brasilia, Brazil, with some travel
expected to Amazonas and Para. The overall consultancy period will be up to three months to
support this work.
Scope of Work:
The consultant will work under the direction of STRIDES HQ support start-up readiness and early
implementation activities in Brazil.
Specifically, the consultant will perform the following tasks:
Support the planning, preparation, and facilitation of project startup meetings with
relevant Government of Brazil (GOB) ministriesincluding Health, Agriculture, and
Environmentas well as other key counterparts and health actors in Brasília.
Organize and participate in highlevel convenings to introduce the STRIDES activity, align
objectives, and clarify roles, responsibilities, and expectations.
Liaise with the U.S. Department of State and other key in-country health actors to support
implementation planning and project startup.
Engage and sensitize relevant GOB counterparts and stakeholders in Amazonas and Pará
on the STRIDES activity and proposed plans, ensuring alignment with local priorities. Based
on these consultations, refine the activity’s technical approach, timelines, and
deliverables.
Assist in operationalizing the approved workplan, identifying opportunities to accelerate
startup and supporting necessary actions. This may include facilitating the recruitment of
a laboratory consultant to conduct initial assessments and related tasks.
Support the identification, onboarding, and orientation of the STRIDES implementing
partner, ensuring clarity on technical approaches, timelines, deliverables, and

Provide ontheground troubleshooting and realtime technical guidance during early
implementation discussions.
Document key decisions, action items, and next steps arising from meetings,
consultations, and convenings.
Support realtime engagement with headquarters on staffing, integration, and startup
considerations across STRIDESrelated projects.
Support other emerging tasks as needed and approved by FHI 360.

Location and Travel Requirements:
Location: Primarily in Brasilia/remote, with travel to Amazonas and Para.
Travel: Candidates should anticipate approximately 2030% local travel.
Qualifications:
Minimum of 15 years of experience leading or working on complex, large-scale global
health and development programs in Brazil, with a preference for experience on programs
funded by the USG.
Proven ability to work effectively with donors, government entities, and other health actors,
including demonstrated experience in multisectoral coordination in Brazil. Demonstrated
experience managing or serving as a technical advisor to multisectoral Global Health
Security (GHS) programs, with strong technical understanding of core GHS components,
such as laboratory systems, surveillance and data systems, and outbreak response
programming.
Strong analytical skills with the ability to synthesize information and provide strategic
recommendations.
Excellent communication skills in both Portuguese and English, including the ability to
engage high-level global health actors and produce clear written deliverables.
Experience working in or a deep contextual understanding of the Brazilian Legal Authority is
highly desirable.
Evaluation Criteria:
Proposals will be evaluated in accordance with the following criteria:
Award will be based upon best value (a combination of qualifications and proposed daily
rate).
Payment will be based upon Level of Effort (LOE) with reimbursement for approved related
budgeted expenses.
