A. Background
Family Health International (FHI360) Nigeria is procuring 1,500 medical oxygen cylinders to strengthen medical
oxygen distribution systems across 12 supported health facilities in Nigeria with Liquid Oxygen Storage
infrastructure. This procurement includes enhanced anti-diversion, geo-fencing, and asset-tracking requirements
to ensure accountability and lifecycle monitoring of donated assets in accordance with the specifications list in
Section B and C below.
B. Electronic Asset Tracking & Anti-Diversion/Theft Requirements
1. Permanent Anti – Theft Branding: Deep engraved facility name and 'Property of FHI360 – Not for Sale',

THE SUCCESSFUL BIDDER.
2. Unique Identification System: Factory-stamped serial number, Engraved serial duplication, Tamper-proof
industrial QR code metal plate and Digital registry mapping to facility and batch
3. Mandatory GPS/GSM Tracking Device: Embedded or securely mounted industrial-grade GPS/GSM
tracker, Geo-fencing capability (restricted zone definition), Real-time movement alerts outside approved zones,
Tamper detection alert system, Minimum 24-month battery life, Cloud-based monitoring dashboard with admin
access, API integration capability, Data export (CSV/Excel/PDF), Training for FHI360 personnel and 5-year
technical support commitment.
4. Anti-Tampering Clause: Any attempt to disable, remove, bypass, or tamper with tracking or security features
shall constitute breach of contract and may result in termination and vendor blacklisting.
C. Technical Specifications for the Medical Oxygen Cylinder

ii. Cylinder Material: Seamless high-tensile steel ISO 9809 / EN 1964
iii. Water Capacity: 40 Litres
iv. Working Pressure: 150 bar
v. Test Pressure: 250 bar
vi. Valve Type: Bullnose/CGA 540 with burst disc
vii. Colour Code: White shoulder + Black body (Nigeria standard)
viii. Certification: ISO, CE, SON, NAFDAC compliant
ix. Warranty: Minimum 24 months
D. Quantity & Delivery Timeline
Total Quantity: 1,500 units (40L)
The delivery and completion of this supply must be finalized on or before May 31, 2026.
Bidders are required to propose a delivery schedule that ensures full supply, installation (where applicable), and
handover of all medical oxygen cylinders and related requirements within this timeframe. Any proposal with a
delivery timeline extending beyond May 31, 2026, will not be considered.

F. Bid Submission Requirements and Documentation
Bidders are required to provide the following technical documents to support their proposals:
I. Manufacturers and product certifications (ISO, CE, EN, NAFDAC, or equivalent)
II. Safety data sheet (SDS) for medical oxygen
III. Equipment warranty terms- Minimum 24-month warranty covering cylinder body valve, and engraving
durability,
IV. Company profile with Product catalogue and high-resolution product images
V. Corporate registration documents (CAC and form CAC7 & CAC2)
VI. Evidence of tax payment for the last 3 years
VII. Reference from at least 2 clients

F. Electronic Submission Instructions
All bidders are required to submit their complete quotation electronically in PDF format to:
VIE-Proposal2022@fhi360.org no later than 5:00 PM Nigerian Time, March 10, 2026.
1. Document Format
The submission must be in one single PDF file only.
If the PDF is password-protected, the bidder must clearly provide a contact email address within the
submission through which the Selection Committee can request the password when required.
2. Arrangement of Documents
All required documents must be compiled and arranged in the following order within the single PDF file:
1. Cover Letter (signed and on company letterhead)
2. Company/Business Profile
3. Copies of Company Registration Documents (CAC or relevant national registration)
4. Relevant Certifications (local and international) applicable to the supply of medical oxygen cylinders
5. Valid Tax Clearance Certificate
6. Evidence of Similar Experience, including copies of:
o Purchase Orders/Contracts
o Delivery Notes and/or Job Completion Certificates
7. Detailed documentation on the proposed anti – theft device and brand.
8. Any Other Required Documents including those listed in section F (I, II and III) as specified in this
RFQ
9. Financial Proposal/Quotation (place as the final section of the document)
3. Important Notes
All documents must be submitted as one complete file. Multiple attachments may lead to
disqualification.
Late submissions will not be considered.
Bidders are advised to ensure clarity and completeness of all documents before submission
G. Enquiry:
Bidders may submit any requests for clarification or additional information regarding this RFQ via email to
quotations.nigeria@fhi360.org All enquiries must be submitted in writing no later than 5:00 PM (Nigerian
Time), March 4th, 2026, to allow for timely response. Responses to enquiries may be shared with all prospective
bidders where necessary to ensure fairness and transparency.

FHI 360 does not obligate FHI 360 in any manner. FHI 360 makes no warranty or guarantee that an award will
be made as a result of this RFQ.
FHI 360 reserves the right:
o to amend, modify, or withdraw this RFQ;
o to revise any requirement or specification of this RFQ;
o to require supplemental statements or information from any Offeror;
o to accept or reject any or all proposals to this RFQ;
o to waive any proposal deficiencies, and/or communicate with any Offeror to correct or clarify
responses that do not conform to instructions;
o to extend the deadline for submission of responses to this RFQ;
o to negotiate potential contract terms with any Offeror; or
o to cancel or reissue this RFQ in whole or in part.
FHI 360 may exercise these rights at any time without notice and without liability to any responding Offeror or
any other party, including liability for expenses incurred in preparation of proposals.
FHI 360 is not responsible for any costs, including travel expenses, incurred by Offerors for preparation and
submission of proposal, including any requests for additional information, interviews or negotiations, or any
work performed prior to written authorization from FHI 360 to proceed.
