1. Project Overview
1.1. General Statement of Scope of Work
The objective of this contract is to prepare final road plans, specifications, cost estimates, a stormwater
management plan, and all related documents and agreements for State Project (SP) 6242-87, whose
project limits are:
a. Trunk Highway (TH) 280: From Wabash Avenue (Ave.) in St. Paul to just north of Broadway St.
b. Hennepin Ave.: (Hennepin Reconstruction) From the 33rd Ave. intersection to 300 feet west of
Industrial Boulevard, in coordination with Hennepin County.
The final plan will also incorporate five bridge preservation plans developed by State Bridge Office for
bridge numbers 9471, 9472, 62033, 62034, and 62843 and accommodating Minnesota Commercial
Railway Crossing plans at Hennepin Ave and Industrial Boulevard (Blvd.). A drainage repair on Energy
Park Drive is included.
1.1.1. The scope of work includes design services for development of a State biddable final plan and
specifications for the TH 280 Project and reconstruction of Hennepin Ave. (Hennepin Ave.
Reconstruction) which includes, but is not limited to, the following: Roadway design, curb ramps,
sidewalks and trails in compliance with the Americans with Disabilities Act (ADA) for sidewalks and trails,
Drainage design including stormwater management planning and design, Design of guardrail and barrier
systems, Traffic signal removal at the intersection of TH 280 and Broadway Street (St.) Northeast (NE),
Traffic signal removal and replacement at Hennepin Ave. and Industrial Blvd. which includes signal
interconnect for Minnesota Commercial Railway crossing, Traffic Management Plan (TMP)
(communication planning not included), Traffic Control Plans and Preliminary Staging, Pedestrian
crossing design, Geotechnical design (geotechnical exploration is an optional project task to be included
by amendment), Traffic control planning and staging, Signage and roadway lighting design, and utility
notification and coordination.
1.1.2. The scope of work includes coordination of design activities with State, Hennepin County, the
City of Minneapolis and Minneapolis Park and Recreational Board (MPRB) and others as appropriate to
successfully deliver the final plans and specifications.
1.1.3. It is expected Contractor will lead the development of the plans and specifications for this
project to Minnesota Department of Transportation (MnDOT) standards and State-Aid standards,
Computer-Aided Design and Drafting (CADD) Standards, MnDOT specifications and where appropriate,
City of Minneapolis and Hennepin County Standards, and MnDOT’s MS4 permit requirements.
1.2. Project Background
1.2.1. In summer 2026, TH 280 will be closed for a pavement rehabilitation project SP 6242-83. Final
plans and specifications for this project are available to the public in States Electronic Document
Management System, EDOCS. The plans include drainage features which were in preparation for the
removal of the signal at TH 280 and Broadway St. NE.
1.2.2. In 2028, the MPRB will be construct the “Grand Rounds Missing Link Concept” after State has
completed the Industrial Blvd. and Hennepin Ave. project. Visit the MPRB website for more information
and a concept design. The MPRB project will omit Grand Rounds Missing Link Concept construction at
the intersection of Hennepin Ave. and Industrial Blvd., this portion will be built in 2028 with SP 6242-87.
1.2.3. The primary goal of SP 6242-87 is to remove the traffic signal and close the left turn from
northbound TH 280 to Broadway St. to improve safety. Because of removing the signal, more traffic,
including a significant amount of truck traffic, will be re-routed via Hennepin Ave. and Industrial Blvd.

However, a large semi-truck cannot successfully navigate that intersection today, so State will fund
intersection improvements to allow better truck turns. At Hennepin County’s request, we are also
including the reconstruction of Hennepin Ave. between Industrial Blvd. and 33rd, to be paid for by others
in accordance with Hennepin County cost participation policy.
1.2.4. For the signal removal at TH 280 and Broadway St. NE, WSB Engineering Inc. led the
development of a preliminary design for roadway resurfacing, reconstructed driveways, curb and gutter
design, this includes the Hennepin Reconstruction including new trails, a segment of the Grand Rounds
Missing Link Concept trail network for MPRB. For Hennepin Ave. Reconstruction of a multimodal
improvement on Broadway St. NE and Hennepin Reconstruction.
1.2.5. The Preliminary roadway layouts and cost estimates can be found can be found https://edocs-

Planned approval by State Metro District Layout approval committee in January 2026. The layouts have
been presented to the City of Minneapolis Citizen Participation Task Force (CPTF), Hennepin County
Alcohol, Tobacco, Firearms and Explosives (ATF), Minneapolis Bicycle Advisory Committee
(BAC)/Pedestrian Advisory Committee (PAC) and comments have been resolved.
1.2.6. The drainage preliminary design for Broadway St. NE has been scoped; and the drainage
design for Hennepin Ave. has been scoped for full replacement. However, stormwater management
planning and preliminary and final drainage design is required to be completed as part of this scope of
services. The project is to develop a Stormwater Management Plan which addresses Rice Creek
Watershed Requirements, State MS4 Permit Requirements, Hennepin County MS4 Permit Requirements
and explore applicable Upper Mississippi River Watershed Management Organization which State does
not adhere to but attempts to comply.
1.2.7. Contractor will develop a biddable construction plan set which encompasses the region
described in 1.1.1 and tie down as necessary to City of Minneapolis and Hennepin County roads the
project intersects. The project will be turned in for final delivery on May 1, 2027, to be let for delivery on
October 27, 2027. The plans are to incorporate and include bridge plans developed by State Bridge
Office and Time and Traffic Specifications developed by State Metro Resident Engineers Office.
1.2.8. The services to be provided by the Contractor for the project includes the development of the
final plans and specifications within the project limits for:
a. Pavement reconstruction for Hennepin Reconstruction which includes the complete removal and
replacement of the pavement structure and narrowing the road from four lanes to three lanes.
County will review, confirm and approve pavement design proposed by others/Contractor based
on Geotech data collected and calculated by others/Contractor (R-value, soil classification, traffic
data, ESALs - basically, an Material Design Recommendations (MDR).
b. Pavement reconstruction of Broadway St. NE using a mill and overlay, A MDR is being developed
for the roadway by Metro Districts Materials Office and will be provided to implement in the
design.
c. Removal and replacement of curb and gutter within the project limits.
d. Removal and replacement of sidewalk and trails and pedestrian ramps to be compliant with ADA;
add curb extensions from side streets and provide widened boulevard space between street and
sidewalks. Landscaping, other than necessary green infrastructure will not be included in this plan.
e. Removal and replacement of deficient catch basins and storm sewer structures in the corridor and
provide catch basins to meet State Roadway design spread conditions and Hennepin County
Spread criteria.

f. Construction of stormwater treatment facilities to satisfy States municipal separate storm sewer
system (MS4) Permit with the Minnesota Pollution Control Agency (MPCA), including vegetation
necessary for infiltrating design requirements. The Stormwater Management Plan will review the
project limits and the construction limits and propose a treatment plan for the project.
g. To include the Environmental Management Plan and assistance with development of the plan to
meet environmental commitments on the project and assure full environmental compliance with
the project.
h. Removal and replacement of roadway signing and pavement markings per Minneapolis standards
i. City utility improvements (sanitary and watermain) prepared by others as necessary.
j. Removal and replacement of roadway lighting per City of Minneapolis standards along Hennepin
Ave. in agreement with the applicable cost participation policy.
k. Removal and replacement of signal system at Hennepin and Industrial Blvd. City of Minneapolis
operates and maintains the signal, and signal system to include interconnect with the Minnesota
Commercial Railroad signal and stop arm functionality on Hennepin Ave., and interconnect to
adjacent signals.
l. Signal removal at Broadway St. NE and TH 280
m. Barrier construction to close intersection at Broadway St. NE and TH 280
n. Removal and replacement of traffic barrier & guardrail to current design standards. Small
quantities unknown at time of scope preservation.
o. Drainage design for Energy Park Drive failing storm sewer.
p. To include bridge plans to be developed by others and
q. To include Time and Traffic Specifications to be inserted into the plans and specifications
developed by others.
1.2.9. The services to be provided also includes:
a. The development of the Transportation Management Plan and the necessary planning meetings
for developing the staging and traffic control plan development for the Transportation
Management Plan. This includes investigating other roadway projects in the vicinity of the project
and providing recommendations for maintenance of traffic during construction and the
development of construction staging plans, traffic control plans, and detour plans to minimizing
traffic interruptions from the projects for the traveling public and corridor business needs.
b. Utility coordination and notification activities have not occurred and is required to be completed
as part of this scope of services.
c. Drainage design - The drainage preliminary design for Broadway St. NE has been completed;
however, the preliminary drainage design has not been completed for Hennepin Ave. Stormwater
management planning and preliminary and final drainage design is required to be completed as
part of this scope of services.
d. Development of the Transportation Management Plan, including the coordination of planning
meetings to establish staging and traffic control strategies. This involves reviewing nearby
roadway projects, recommending maintenance of traffic measures during construction, and
preparing construction staging plans, traffic control plans, and detour plans to minimize
disruptions for the traveling public and meet the needs of corridor businesses. Review of the
traffic control plans and develop the Time and Traffic Specifications are to be developed by Metro
District Resident Engineers to be included in the project’s special provisions.
e. Adherence to the District’s signed Scoping Report for this project and follows Metro District scope
change request guidelines through the State’s Project Manager (PM) for any scope changes.

f. Assistance with development of the Turn in Memorandum and documents required for this
submittal including for example Cost Effectiveness Finding (CEF)’s, Public Interest Findings (PIFs)
and other documents necessary for a successful turn in.
g. Assistance with the development of the cooperative construction agreement and any other
necessary project-related agreements, including the preparation and provision of required data
and supporting documentation.
h. Assistance with layouts and details in support of the Categorical Exclusion (CATEX) and project
communications.
1.2.10. Services not included are:
a. Surveys
b. Utility Surveys and/or Subsurface Utility Engineering (SUE) investigations
c. Geotechnical Exploration Efforts
d. CATEX Development
e. Contaminated soils investigations
