This is a request for information (RFI) only. This RFI is issued solely for information and budget
purposes. It does not commit City of Port Angeles (City) to contract for any supply or service. Further,
the City is not at this time seeking proposals and will not accept unsolicited proposals. This RFI should
not be construed as a means to pre-qualify vendors. This RFI is not a selection process for a technology
or consultant contract. Respondees are advised that City will not pay for any information or
administrative costs incurred in response to the RFI, all costs associated with responding to this RFI will
be solely at the interested party’s expense.

Public Disclosure of Proposals: Information submittals received by City in response to this RFI become
public records and are subject to Chapter 42.56 RCW, the Public Records Act. The Submitter should
clearly identify in its information response any specific information that it claims to be confidential or
proprietary. Upon receipt of any information submittals, the submittals shall be available for inspection
and copying by the public. If the City receives a Public Records Act request to view the information so
marked in the respondent’s information submittal its sole obligations shall be to notify the Submitter (1)
of the request and (2) of the date that such information will be released to the requester unless the
Submitter obtains a court order to enjoin that disclosure pursuant to RCW 42.56.540. If the Submitter
fails to timely obtain a court order enjoining disclosure, the City will release the requested information on
the date specified.

INTRODUCTION AND PURPOSE
The City’s Pencom 911, a division of the Police Department and Jeffcom 911, Jefferson County are
assessing whether the use of a Cloud Native public safety suite would provide a better operational
capability for each dispatch center. Pencom 911 / Jeffcom 911 are developing its requirements for
Computer Automated Dispatch system. The purpose of this Request for Information (RFI) is to gather
information to assist the City in formulating its requirements and identify qualified firms who are able to
meet our requirements.
The purpose of this Request for Information (RFI) is to help the City meet the original goals of the 911
dispatching, public safety service and providing better software capabilities to first responders within
Clallam and Jefferson Counties. This RFI is to gather additional information to help the City understand
the capabilities of cloud native software and related software packages and to identify qualified vendors
who might be able to meet our future requirements.
While this RFI focuses on cloud native infrastructure, the City remains open to alternative ideas and
considerations. Respondents are encouraged to provide information about server infrastructure or
alternative methodologies that can help assess whether solutions exist that might meet the needs.
BACKGROUND
1. General Conditions
a. Intent: It is the intent of this RFI to secure information from a vendor to that can provide
Public Safety Software, specifically, Computer Aided Dispatch (CAD), Law Enforcement
Records Management (LERMS), Fire Records Management System (FRMS), Jail
Management Software (JMS), and Mobile Data Software (MDS).
b. Infrastructure
i. PenCom 911 & Jeffcom 911 highly prefer a cloud-native solution, not cloud-hosted
or client-server.
ii. Although companies may not currently offer all of the products needed or full
functionality preferred, we are open to offers that may include a phased approach
to complete the products/functionality over the course of the project.
c. Vendor requirements:
i. Has been in business for over 2 years
ii. Has extensive knowledge in public safety software projects involving the above
projects
iii. Specific knowledge and expertise in the interoperability of disparate software
systems being interfaced or integrated together
iv. The vendor must have extensive experience in similar public safety software
projects
2. Responses shall include the full implementation and acceptance of the following solutions from
preferably a single-source software vendor that provides single-sign-on capabilities:
a. Computer Aided Dispatch for Law Enforcement, Fire and EMS
b. Law Enforcement Records Management Software (LERMS)

c. Jail Management Software
d. Mobile Data Software
e. Fire Records Management Software (FRMS)
i. Bidding FRMS is not mandatory to be able to bid
ii. If this option is not offered by the vendor, they can partner with a company to bid all
iii. Companies that provide FRMS can provide a proposal for only FRMS
f. See Section 12 for Technical Specifications
g. Pencom 911 and Jeffcom 911 desire a cloud native solution. Please provide detailed
information on your platforms architecture and database, regardless of if it is cloud
based or not.

RESPONSE FORMAT
All vendors with an appropriate service/product relating to the requirements set forth in the Scope of
services, and technical specifications above are invited to submit a Capability Statement and contact
information. The Capability Statement should discuss the service/product’s capabilities as against the
potential requirements, the service/product’s system requirements, the product’s integration
specification, as outlined within the technical specifications document, budgetary costs and any other
specific and pertinent information that would enhance the City’s understanding of the information
submitted.
