The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Defense Counterintelligence and Security Agency (DCSA), under the Department of Defense (DoD), intends to negotiate on a sole source basis with the National Association for Public Health Statistics and Information Systems (NAPHSIS), CAGE Code: 4GCV3. NAPHSIS is the only organization that has the relationships and agreements to obtain birth certifications and verifications immediately via automation (web service). The immediate responses via the web service and user interface will allow DCSA to immediately verify a subject’s place of birth and will support the background investigation and timeliness requirements.
NAPHSIS shall provide birth certifications for births claimed within the available jurisdictions, which appropriately safeguards the confidentiality of data exchanged. NAPHSIS will interface directly with the individual jurisdiction databases and provide a single connection for birth certifications/verifications. DCSA will electronically transmit the personal identifying information (PII) to NAPHSIS. NAPHSIS will immediately transmit the requests to the jurisdiction and immediately return the results in an electronic format. Birth queries may be submitted to the NAPHSIS via batch processing or single requests. Results shall be returned immediately via an agreed upon format. DCSA users will be able to manually enter PII and immediately receive a birth certification response.
The statutory permitting other than full and open competition is the Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements.
The resulting contract is anticipated to include a 12 month base period, plus nine 12 month option periods for a total of 120 months as it meets a 5 year limitation exception IAW FAR part 17.204(e) for Information Technology contracts. The NAICS code applicable to this procurement is 813920, Professional Organizations, with a small business size standard of $16.5 million.
This notice of intent is not a request for competitive proposals; however, all interested and responsible sources may indicate their interest and capability by responding to this notice.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
