Project Description: The South Central Transit Authority (SCTA) is requesting qualified engineering firms to submit proposals electronically via PennBid for the project “BTC Solar Panel Rooftop Array Project.” Proposals are due by 12:00 PM, prevailing time, on Tuesday, June 2, 2026. The proposals received shall be opened online with results posted via PennBid. No cost proposal is required at this time. SCTA will use a qualifications based approach in its selection of a firm.
All documents, specifications and solicitation details are available at no cost electronically at PennBid – https://pennbid.bonfirehub.com Proposers will be requested to register with PennBid.
A non-mandatory Pre-Proposal Meeting will be held at the BARTA Transportation Center, 701 Franklin Street (8th and Cherry Streets, FYI 7th Street are the railroad tracks), Reading, PA 19602, on Friday, May 1, 2026, beginning at 11:00 a.m. An opportunity to review the RFP specifications and inspect the facility will be provided as part of the Pre-Proposal Meeting.
All proposals and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority, the County of Berks, the Pennsylvania Department of Transportation and the U.S. Department of Transportation Federal Transit Administration.
Contractors and subcontractors will be required to comply with all applicable Non-Discrimination, Non-Collusion, Contractor Integrity, Lobbying and Debarment laws and regulations and to certify they are not on the Comptroller General's list of ineligible contractors.
SCTA encourages disadvantaged business enterprise (DBE) participation. DBE's shall be afforded full consideration of their response and will not be subject to discrimination. However, a DBE goal has not been established for this Contract.
SCTA reserves the right to postpone, to accept or to reject any and all proposals, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest.
No proposals may be withdrawn for a period of sixty (60) days after the date set for the opening of proposals.
