Description

This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote until the solicitation is posted to www.SAM.gov.



The Department of Defense Education Activity (DoDEA) has the following requirements:



DoDEA requires commercial off-the-shelf (COTS) seat-based licenses for the courses shown in the table in section 1.3 of the attached Draft PWS. The course shall be taught by DoDEA teachers. DoDEA also requires 1-2 hours of virtual professional learning on the courseware functionality and instructional materials.



The applicable North American Industry Classification System (NAICS) code is 611710 (Educational Support Services), and the applicable PSC is U009 (Education/Training - General). Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their quotes.



DoDEA intends to issue solicitation No. HE125425QE014 in support of this requirement. This requirement will be procured using FAR Parts 12, Acquisition of Commercial Products and Commercial and Services, and Part 13, Simplified Acquisition Procedures. This requirement will be competed as a 100% Small Business Set-Aside.



The anticipated award contract type is a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. DoDEA expects to make one award for a 5-year base period; however, may make multiple awards. The period of performance will consist of a 5-year base ordering period with no option years.



The anticipated posting date of the solicitation is on or about 02/06/2025 and an award date on or about 04/07/2025.
