SUBJECT: Liquid Petroleum Gas Sources Sought

The USAF Academy 10th Contracting Squadron is requesting information from potential providers of Liquid Petroleum Gas (LPG) Delivery. The North American Industry Classification System (NAICS) code is 424720, Gas (LPG) Bottled Bulk Equipment, and the small business size standard is 200 employees.
This sources sought is issued for the purpose of market research in accordance with FAR Part 10. USAFA is seeking interest from all vendors capable and interested in performing a LPG deliveries at the United States Air Force Academy, Colorado. This contract will provide all management, tools supplies, equipment, and labor necessary to ensure LPG deliveries are performed at USAFA, Bullseye Airfield (approximately 40 miles southeast of the Academy), and at Farish Recreation Area (approximately 35 to 46 miles northwest of the Academy).
The result of this market research will contribute to determining the method of procurement. This announcement is not be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. At this time, USAFA is not seeking proposals and will not accept unsolicited proposals.
The following is a synopsis of the requirement contained in the Statement of Work (SOW):
The scope of service under this potential acquisition includes installation and maintenance, tank appearance, new services, scheduling work, emergency service of LPG tanks, as specified by the Government. Other requirements include refueling services to all government owned and rented tanks on a monthly basis.
PLEASE BE ADVISED, THE GOVERNMENT INTENDS TO REFINE THE REQUIREMENTS OF THE PERFORMANCE WORK STATEMENT BASED ON INDUSTRY FEEDBACK RECEIVED FROM THIS SOURCES SOUGHT NOTIFICATION.
An estimated quantity of tanks is as follows:
Quantity of units: 13 tanks, 7 – government owned and 6 – Non-government owned.
Interested and qualified sources are requested to submit the following information to this office by electronic mail by: 3 February 2025 at 4:00 PM Mountain Time.
(1) Company name, address, point of contact, telephone number, e-mail address, CAGE/DUNS.
(2) Representation/Certification of small business socio economic status (if applicable).
(3) Examples of prior services provided of a similar nature.
(4) Locations of current tanks will be provided on list. Would interested contractors want a site visit?
(5) Are licenses, certifications, and/or permits required for LPG delivery?
(6) Are there any environmental issues or concerns we should be aware of?
(7) Are you able to remove and/or install new tanks, if required?
(8) Do you refill tanks that are not currently owned by your company?
(9) What is the average cost to replace and install a tank?
(10) What are your standard commercial practices for pricing, delivery, quality control, terms and conditions relevant to this requirement? Please feel free to provide a copy of your terms and conditions for this type of work.
(11) Please provide any comments/suggestions that will help to improve the SOW and assist in development of an acquisition strategy.
