Scope of Services
The St. Johns County School District hereby announces its intention to obtain Professional Geotechnical, Construction/Materials Testing and Indoor Air Quality Continuing Contract Services for various school related projects in the following areas of expertise:

• Geotechnical Engineering Services

• Construction and Materials Testing Services

• Indoor Air Quality Services

The various services shall include, but not be limited to, the capability to provide: soil and geotechnical testing, analysis, reporting and consulting services; concrete inspection, testing and reporting; asphalt inspection, testing and reporting; structural steel inspection, testing and reporting; materials inspection, testing and reporting; radon and asbestos testing and reporting; Indoor Air Quality and other facilities related testing and reporting (mold, bacteria, lead, etc.); water and wastewater sampling and reporting; and, threshold and structural type inspections and reporting. This will be a multiple year contract to one or more firms for a period of up to five (5) years, renewable on an annual basis. Applicants are advised that all plans, drawings, and specifications for these projects become property of the Owner.

Minimum qualifications for submitting firms are as follows:

• Ten (10) years of professional expertise within the geotechnical engineering field, materials testing field, Indoor Air Quality and/or other associated sciences and related fields.

• Knowledge of local, state and federal laws governing educational facilities, State Requirements for Educational Facilities (SREF) and the use and approval of public lands.

All responses (to include 1 manually signed original, 1 photocopy, and a thumb drive of the complete RFQ response in one pdf document) must be sealed in one envelope and clearly marked on the outside: “Response to Request for Qualifications: RFQ2026-008 Professional Geotechnical, Construction/Materials Testing and Indoor Air Quality Continuing Contract Services”.

Mail or otherwise deliver to: St. Johns County School District, Facilities & Operations, 3740 International Golf Parkway, Suite 200 St. Augustine, FL 32092. All responses must be received on or before 1:30 PM EST on Monday, February 9, 2026.

The St. Johns County School Board reserves the right to reject any or all responses, to waive informalities and minor irregularities, and to request resubmission or additional information which is considered to be in the best interest of the School District.

Note: Certain rights are granted to you under Florida Law, and we are required by that law to notify you that if you are going to file a protest that, "Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under chapter 120, Florida Statutes."
