Wind River Software License

This Special Notice intent to award is being amended to update the closing date to 4:00PM EST on 01 May 2025 as this requirement has become an urgent procurement. In accordance with Federal Acquisition Regulation (FAR) 5.202(a)(2), a notice of proposed contract action is not required for purchases conducted using simplified acquisition procedures if unusual and compelling urgency precludes competition to the maximum extent practicable.

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Wind River Systems, Inc., 500 Wind River Way, Alameda, CA 94501-1171 (CAGE: 0S7V9) on a sole source basis in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

Fleet Readiness Center Southeast (FRCSE) has a requirement to procure end of life software VxWorks 5.3 and Tornado T1.0.1 from the original equipment manufacturer (OEM) Wind River Systems, Inc., who owns all proprietary rights to this software and does not partner with any resellers for either of these software.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
