NOTICE OF PROPOSED PROCUREMENT (NPP) for TASK Based Professional Services (TSPS) Requirement
This requirement is for: Polar Knowledge Canada
This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS who qualified under Tier 1 under the national Capital Region, level of expertise and for the following category: 3.8 FINANCIAL SPECIALIST - LEVEL 3 (SENIOR)
The requirement is intended to result in the award of one (1) contract.

Description of the Requirement:
Polar Knowledge Canada requires the services of a Senior Financial Manager under category 3.8 to provide strategic advice and recommendations in support of Polar Knowledge Canada (POLAR)’s mandate. The Contractor must provide direct support and mentoring across the organization (including Deputy Head and all Senior Management), build internal capacity and strengthen both financial stewardship and overall organizational effectiveness. The Contractor must enable POLAR to anticipate and respond effectively to evolving strategic and operational challenges, ensuring sound financial stewardship, robust decision-making, and strong organizational performance across all functions, with particular attention to the broader political and policy environment in which POLAR operates.

Level of Security Requirement:
Security Requirement: Common PS SRCL #19 applies.
Applicable Trade Agreements:
World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Colombia Free Trade Agreement (CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA), the Canada-Honduras Free-Trade Agreement, the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the Canadian Free Trade Agreement (CFTA), the Canada-Ukraine Free Trade Agreement (CUFTA), the Agreement on Trade Continuity between Canada and the United Kingdom of Great Britain and Northern Ireland and the Canada-Korea Free Trade Agreement (CKFTA).
Proposed period of contract:
The proposed initial period of contract shall be from date of contract award for a period of 12 months, plus three (3) one-year irrevocable options allowing Canada to extend the term of the contract if required.
Estimated Level of Effort:
The estimated level of effort for this requirement will vary depending on operational requirements and the availability of funding. It is anticipated to range between 150 to 1,700 hours per year over the contract period.

Debriefings:
Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
