Solicitation Summary

Statements of Qualifications, in response to the Request for Qualifications (RFQ) for the solicitation listed below will be received by the Maryland Department of Transportation State Highway Administration (SHA) until 12 noon on the specified date.

The project consists of the design and construction of innovative Traffic Signal Management Systems and Intelligent Transportation Systems (ITS) along US-50 between the Bay Bridge and Ocean City to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment.


The scope of the project is anticipated to include, but is not limited to, signs and signals installation, intelligent transportation systems, earthwork, drainage, stormwater management, erosion and sediment control, landscaping, maintenance of traffic, utility coordination and installation, milling and paving, traffic management software, and environmental permit acquisition.

This project is a Design-Build contract procured using the “Competitive Sealed Proposals” procurement method as defined in the Code of Maryland Regulations (COMAR) 21.05.03.
