NAICS – 811210 Electronic and Precision Equipment Repair and Maintenance

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with LEICA MICROSYSTEMS INC. for a one year PremiumCare Service Contract for Leica manufactured Stellaris 5 Confocal Microscope, Equipment No. 13191833, S/N: 8200000684, with a Period of Performance: 12/15/2024 – 12/14/2025.

The PremiumCare service plan includes the following:

ª 1 annual preventative maintenance visit (PM)

ª Unlimited on-site repairs, including replacement for service parts, components, or modules necessary for repairs (excluding lasers, unless quoted separately)

ª Prioritized on-site response time for remedial services (critical repairs)

ª Unlimited access to Leica OneCall Technical Support Center (standard working hours)

ª 2-hour telephone call back from Leica OneCall

ª Unlimited access to Remote Services (RemoteCare proactive monitoring)

ª Firmware and software updates when available (excluding software

upgrades and Windows upgrades)

All services are performed by factory-trained and certified Field Service Engineers with genuine Leica Microsystems parts to meet original equipment manufacturer (OEM) specifications.

PremiumCare price is per unit per year.

If submitting a capability statement, it must include evidence of being capable of providing priority service and a priority partnership with Leica Microsystems. Requirement: *As priority status is only available with a contract with Leica Microsystems, quotes submitted by third-party vendors must also include a contract with Leica Microsystems to be considered.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.

Submission Instructions

Interested businesses who consider themselves qualified to provide the above-listed items are invited to submit a response to this Notice of Intent by December 12, 2024 at 10:00 AM EST. All responses under this Notice of Intent must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government.
