Rockingham Community College
Rockingham Community College ("College") invites proposals to provide campus
security services for up to a three-year term. The awarded company will be responsible
for supplying security personnel during weekends, holidays, periods of campus closure,
and other various occasions requiring additional coverage.

GENERAL SPECIFICATIONS
1. Prior to the commencement of services, the Contractor shall meet with College
representatives to develop comprehensive post orders. Final post orders shall be prepared
in writing, bound, and distributed to both security personnel and designated College
representatives.
2. The Contractor shall ensure that all assigned security personnel successfully complete
a basic training program that addresses the duties, responsibilities, and professional
expectations of a security officer.
3. Each security officer shall be provided with a written guide outlining applicable
procedures, protocols, standards of conduct, and job responsibilities.

4. Standard duties shall include, but are not limited to, conducting patrols of the College's
19-building campus at intervals of approximately 60 to 90 minutes during each shift;
securing and opening facilities as requested; monitoring weather conditions and initiating
emergency notifications in accordance with the College's procedures; and monitoring
designated computer server systems and notifying appropriate personnel in the event of
an emergency.
5. RCC will provide a vehicle or golf cart for patrol purposes when available.
6. The Contractor shall comply with all applicable state requirements for employee
screening, including the completion of criminal background investigation and
employment reference checks prior to hiring personnel assigned to the College.
7. The Contractor shall maintain workers' compensation insurance, general liability
insurance, and any other coverage required by law throughout the term of the contract.
8. All security services shall be provided on a "no weapons" basis unless otherwise
authorized in writing by the College.
9. The Contractor must be an active participant in the State of North Carolina E-
Procurement system.
10. The Contractor, as well as the College, reserves the right to terminate this contract, in
whole or in part, at any time and for any reason, upon thirty (30) days' written notice. In
the event of such termination, the Contractor shall be compensated for services
satisfactorily performed through the effective date of termination.
HOURS AND COVERAGE REQUIREMENTS
The Contractor shall provide security coverage totaling 39 hours per week according to
the following schedule:

Additional security coverage may be requested for graduation ceremonies, College
holidays, inclement weather events, special events, or other periods when the College
determines supplemental security services are necessary. Additional coverage may also

be required to support operations during the absence of the College's full-time security
officers.
RATE STRUCTURE
Unless otherwise specified, security services shall be billed at the Contractor's standard
hourly rate.
A premium billing rate equal to one and one-half (1.5) times the standard hourly rate
shall apply under the following circumstances:
* Coverage requested with fewer than seventy-two (72) hours' notice that exceeds
the regularly contracted hours.
* Hours worked in excess of forty (40) hours per week by an individual security
officer when such overtime is specifically requested by the College.
TERMINATION OF AGREEMENT
The College may terminate the contract immediately upon written notice if the Contractor
fails to comply with any material term or condition of the contract, fails to perform
services in a satisfactory manner, violates applicable laws or regulations, loses any
required licenses or certifications, or otherwise defaults on its obligations under the
agreement. The College may pursue any remedies available under law or equity.
