DIVISION 1 - GENERAL REQUIREMENTS
SECTION 01010 - SUMMARY OF WORK
PART 1 - GENERAL
1.01 WORK COVERED BY CONTRACT DOCUMENTS
A. Furnish and install all labor and materials for site preparation activities including: 1) install all BMP's; 2) clear
and grub site; construct inflow structure and necessary piping 4) construct concrete wet well and all
necessary infrastructure to have a fully operational pump station; 5) construct all piping and appurtenances;
6) finish site grading and perimeter fencing; and 9) miscellaneous appurtenances as depicted in the
approved plan set. Specifically, including all labor and materials for construction of the project as shown on
the design drawings and miscellaneous items necessary for a complete and fully functional water
conveyance facility.
B. PLC and SCADA Programming: The Owner will have the Design Engineer perform the programmable logic
controller (PLC) and supervisory control and data acquisition (SCADA) system screen development and
programming. Frequent interaction and coordination with the Owner's PLC/ SCADA Programmer (Owner's
Programmer) and transmission of the updated construction schedule will be required, especially for facility/
equipment testing and startup activities. The contractor shall include Pump Station Control System startup
and testing activities in the construction schedule.
1.02 PROVISIONS FOR FUTURE WORK
A. These improvements are being constructed to facilitate future expansion.
B. The owner intends to build the remaining approximate ten miles (10-miles) of the 30-inch Raw Water
Transmission Pipeline in concurrence with this Project.
1.03 CONTRACTOR'S USE OF SITE AND OWNER'S CONTINUED OPERATIONS (EXISTING PUMP STATION)
A. Full Owner Occupancy: The Owner will occupy the Site and existing facilities during the entire construction
period. Cooperate with the Owner during construction operations to minimize conflicts and facilitate Owner
usage. Perform the work so as not to interfere with the Owner's operations.

DIVISION 1 - GENERAL REQUIREMENTS
SECTION 01025 - MEASUREMENT AND PAYMENT
PART 1 - GENERAL
The entire cost of the work and the material necessary to complete all items shown or implied on the Drawings or specified herein,
shall be included, and merged into the pay items shown in the Bid Schedule. All payments shall be subject to the conditions of these
specifications pursuant to General Conditions.
All pay items shall include materials, transportation expenses to the job site, cost of installation, and maintenance during
construction, guarantees and warranties, if applicable, profit, sales tax, license, permits, and other taxes required for the completion
of the project in place for each item in the Bid Schedule. All risks of every description connected with the prosecution of the work
shall be accepted by the contractor.
No additional compensation will be allowed for any item beyond the limits as shown on the Contract Drawings without the prior
written approval of the Engineer pursuant to General Conditions.
PART 2 - MEASUREMENT AND PAYMENT
This is a fixed price not to exceed contract. Line item costs identified in this part are for purposes of making progress payments only.
Partial payment for line item contract work not fully completed may be authorized by the engineer based on the unit prices for each
line item identified herein.
BASE BID
SITE PREPARATION
2.01 CONSTRUCTION PERMITS
This item shall be paid for on a lump sum (LS) basis and shall include the cost required to acquire the permits as
necessary to construct the project.
2.02 MOBILIZATION
This item shall be paid for on a lump sum (LS) basis and shall include the cost of furnishing at the job site all equipment,
facilities, materials, personnel, and supplies required to complete the construction; provide the required bonds and
insurance; coordinate with utility companies for work in and around their facilities and easements. The cost of Mobilization
shall not constitute more than three (3) percent of the total contract amount.
2.03 CLEAR AND GRUB
This item shall be paid for on a lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor to clear and grub the top six inches over the entire site per the Construction Drawings and Technical
Specifications. This item also includes but not limited to stockpiling and re-spreading of material after finished grading, soil
segregation on properties as shown on Sheet 3 and as directed by the Engineer.
2.04 SURVEYING
This item shall be paid for on a per lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for the construction surveying and staking to construct the project as indicated on the Construction
Drawings and Technical Specifications. This item shall also include an As-Built survey of the entire project.
SITE WORK
2.05 DEWATERING/ WATER CONTROL
This item shall be paid for on a lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for the onsite dewatering and discharge to construct the project per the Construction Drawings
and Technical Specifications.

2.06 TEMPORARY SHEET PILING
This item shall be paid for on a square foot (SF) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation and removal of sheet pile as indicated on the Construction Drawings and Technical
Specifications. This item also includes but not limited to cutting sheet pile as necessary.
2.07 SITE CUT/ FILL (RESERVOIR SLOPE & PUMP STATION GRADING)
This item shall be paid for on a cubic yard (CY) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor to cut and remove existing ditch as indicated on the Construction Drawings and Technical
Specifications. This item also includes but not limited to fine grading, excavation, fill, moisture conditioning, compaction,
import/ export of materials, and material disposal.
2.08 CONCRETE RETAINING WALL & DRAINAGE SYSTEM
This item shall be paid for on a per cubic yard (CY) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the concrete retaining wall and drainage system to neat line as indicated on the
Construction Drawings and Technical Specifications. This item also includes but not limited to excavation, bedding,
geotextile, forming, rebar, drainage pipe, pipe connections, hardware, moisture conditioning, compaction, testing and
backfill.
2.09 CONCRETE INTAKE STRUCTURE
This item shall be paid for on a per cubic yard (CY) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the reinforced concrete intake structure to neat line as indicated on the Construction
Drawings and Technical Specifications. This item also includes but not limited to excavation, bedding, forming, rebar, pipe
connections, hardware, moisture conditioning, compaction, testing and backfill.
2.10 REMOVABLE HANDRAILS
This item shall be paid for on a per lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of removable handrails as indicated on the Construction Drawings and Technical
Specifications. This item also includes but not limited to rail connections, anchor plates, and anchor bolts.
2.11 TYPE VL RIPRAP (BURIED) - MAINTENANCE ACCESS ROAD
This item shall be paid for on a per cubic yard (CY) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the buried riprap to neat line as indicated on the Construction Drawings and
Technical Specifications. This item also includes but not limited to excavation, supplying, and installing Mirafi 180N,
bedding material and riprap as directed by the engineer.
2.12 TYPE VL RIPRAP (SLOPE PROTECTION)
This item shall be paid for on a per cubic yard (CY) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the riprap Slope Liner to neat line as indicated on the Construction Drawings and
Technical Specifications. This item also includes but not limited to excavation, supplying, and installing Mirafi 180N,
bedding material and riprap as directed by the engineer.
2.13 GENERATOR ENCLOSURE STRUCTURE
This item shall be paid for on a per lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the generator enclosure area to neat line as indicated on the Construction Drawings
and Technical Specifications. This item also includes but is not limited to excavation, bedding, forming, rebar, CMU blocks,
hardware, moisture conditioning, compaction, testing and backfill.
2.14 DIESEL GENERATOR
This item shall be paid for on a per lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the diesel generator as indicated on the Construction Drawings and Technical
Specifications.

2.15 REMOVE/ REPLACE EX. CHAINLINK FENCE WITH GATES
This item shall be paid for on a per lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the chain-link perimeter fence as indicated on the Construction Drawings and
Technical Specifications. This item also includes but not limited to removal of the existing fence, disposal, supplying fence
material, gate hardware, locking mechanisms, posts, concrete, and backfill.
2.16 ROADBASE ACCESS ROAD & SURROUNDING PUMP STATION
This item shall be paid for on a per cubic yard (CY) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the road base to neat line as indicated on the Construction Drawings and Technical
Specifications. This item also includes but not limited to import material, excavation, dewatering, place material, moisture
conditioning, compaction, testing and backfill.
2.17 DRAINAGE SWALE EARTHWORK
This item shall be paid for on a per lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the earthwork swale as indicated on the Construction Drawings and Technical
Specifications. This item also includes but not limited to fine grading, excavation, fill, moisture conditioning, compaction,
landscape materials, seeding, and mulching as needed.
2.18 LANDSCAPE/ BUFFERING AREA (COORDINATED WITH GOLF COURSE)
This item shall be paid for on a per lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the landscape berm as indicated on the Construction Drawings and Technical
Specifications. This item also includes but not limited to excavation, fill, moisture conditioning, irrigation installation,
compaction of soil, landscape material installation, and coordination with the adjacent property owner.
2.19 ELECTRICAL SERVICE INSTALLATION (FROM TRANSFORMER)
This item shall be paid for on a per lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the electrical service as indicated on the Construction Drawings and Technical
Specifications.
2.20 BOLLARDS
This item shall be paid for on a per each (EA) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation of the bollards as indicated on the Construction Drawings and Technical Specifications.
This item also includes but not limited to excavation, dewatering, concrete, moisture conditioning, compaction, testing and
backfill.
2.21 VTC
This item shall be paid for on a per each (EA) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installing the vehicle tracking control (VTC) as indicated on the Construction Drawings and
Technical Specifications. This item also includes but not limited to supplying and installing the VTC, repairing, and
maintaining it throughout the duration of the construction process.
2.22 SILT FENCE
This item shall be paid for on a per linear foot (LF) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for installation, maintenance, repair, and removal of the silt fence as indicated on the Construction
Drawings and Technical Specifications.
2.23 CONCRETE WASHOUT
This item shall be paid for on a per lump sum (LS) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for concrete washout area as indicated on the Construction Drawings and Technical Specifications.
This item also includes but is not limited to maintaining the disturbed area and restoring the area to preconstruction
conditions.
2.24 SEEDING AND MULCH
This item shall be paid for on a per acre (AC) basis as indicated in the Bid Schedule and shall include all equipment,
materials, and labor; for seeding and mulching as indicated on the Construction Drawings and Technical Specifications.
This item also includes but not limited to seeding and mulching all disturbed areas on the project site and all easements.
