Description

The US Army Corps of Engineers (USACE), Walla Walla District is seeking business sources for a supply contract entitled: Goose-Granite Wicket Gate Locks.



The work involves precision fabrication, testing, and delivery to the Little Goose Dam and Lower Granite Dam projects located in Washington State, including on-site field verification. The North American Industry Classification System (NAICS) code for this project is 332710 (Machine Shops), associated with Product Service Code (PSC) 5660 (Builder's Hardware and Building Materials). The associated small business size standard is 500 employees.



ATTACHMENT NOTICE: Draft technical contract drawings are attached to this notice for industry review. Responding firms should reference these drawings when addressing their technical capability to meet the tolerances and manufacturing requirements.



This sources-sought announcement is a tool to identify concerns with the capability to accomplish the work. This is not a solicitation. Only those companies which respond to this announcement by submitting the requested information (items one through four) will be used in determining whether to set aside this requirement.




  1. Provide a Capability Statement expressing interest in this requirement, capability of performing a contract of this magnitude and complexity, list of any special qualifications and certifications held by the company, as well as any in-house personnel capabilities related to accomplishing the summary scope of work.

  2. Provide a list of your company’s technical experience similar to or the same as the summary scope of work for this requirement (e.g., precision machining, heavy structural fabrication for hydroelectric or industrial facilities). Include a brief description of the project scope, schedule, contract value, and the firm’s role in the project.

  3. Provide a statement of your company’s business size and type (HUBZone, Service-Disabled Veteran-Owned, 8(a), Woman-Owned) under NAICS 332710.

  4. Quality & Certifications: Provide a statement detailing your firm’s capability to meet Higher-Level Contract Quality Requirements, specifically indicating if your facility holds an active ISO 9001:2015, AS9100, or equivalent Quality Management System (QMS) certification, as well as your capability to utilize AWS Certified Welding Inspectors (CWI) and Level II/III Non-Destructive Testing (NDT) personnel.

Summary of Scope of Work



The U.S. Army Corps of Engineers requires the precision fabrication, testing, and delivery of new Wicket Gate Locks for the Little Goose and Lower Granite hydroelectric dams. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the manufacturing and delivery of these critical load-bearing infrastructure components.



Field Verification & Site Coordination




  • The contractor must perform an on-site visit to both Little Goose and Lower Granite dams to field-verify all critical dimensions prior to the commencement of fabrication.

  • Coordination with USACE security and project personnel is required to access the operational dam facilities for measurement and verification.



Fabrication & Machining (See Attached Draft Drawings)




  • Precision machining and manufacturing of steel structural components in strict accordance with the attached draft contract drawings and specifications.

  • Procurement and integration of limit switches, specified as Honeywell lever action GLA series (or approved equal), to interface with existing dam control systems.



Quality Control & Testing Standards




  • Higher-Level Quality: The manufacturing facility must adhere to Higher-Level Contract Quality standards (ISO 9001:2015, AS9100, or equivalent QMS) to ensure strict geometric tolerances and material integrity are met.

  • Welding & NDT: All welding must be performed by certified welders, with structural inspections conducted by an AWS Certified Welding Inspector (CWI). Non-Destructive Testing (NDT) must be performed by certified Level II or III personnel.

  • Factory Acceptance Testing (FAT): The contractor shall coordinate and perform a Factory Acceptance Test on the first completed assembly, to be witnessed by USACE representatives prior to full production.



On-Site Requirements



Requirements during on-site activities (field verification and delivery) include strict adherence to the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). Personnel accessing the site must comply with all security clearance, safety training, and badging requirements for Little Goose and Lower Granite dams.
