Project Description: Issuing and Conducting Procurement Unit: Granite School District
The purpose of this IFB is to enter into a contract to provide charter services to transport the Cottonwood High School Performing Arts Department from Murray, Utah to Anaheim, CA. The dates of travel are March 20-25, 2026. The group anticipates they will need 4 full size motorcoaches to transport 177 students and 17 adults. Their itinerary (attached) will require overnight driving to and from their destination.
Minimum Qualifications
Bidders must meet all federal, state, and Granite School District requirements for transporting students. Failure to meet any of the following requirements shall result in the bid being deemed non-responsive and ineligible for award.
Driver and Safety Compliance
The contractor shall ensure that all drivers assigned to District transportation:
Hold a valid Commercial Driver’s License (CDL) with a Passenger (P) endorsement as required by law.
Maintain current U.S. Department of Transportation (DOT) medical certification.
Participate in a DOT-compliant drug and alcohol testing program.
Have successfully completed all required criminal background checks applicable to student transportation.
Insurance Requirements
The successful bidder shall maintain insurance coverage in force for the duration of the contract, at no cost to Granite School District, meeting or exceeding the following minimum limits.
A. Liability Insurance (Federal Requirement)
In accordance with Federal Motor Carrier Safety Administration (FMCSA) regulations, any vehicle designed to transport sixteen (16) or more passengers, including the driver, must carry a minimum of: $5,000,000 Combined Single Limit for bodily injury and property damage.
B. Utah State Risk Management / District Requirements
In addition to federal requirements, Granite School District requires the following minimum coverage for both in-state and out-of-state student transportation:
$1,000,000 each occurrence
$5,000 Personal Injury Protection (PIP)
$3,000,000 general aggregate
Granite School District must be named as an Additional Insured on all applicable liability policies.
C. Proof of Insurance
Prior to contract execution and at any time upon request, the contractor shall provide Certificates of Insurance evidencing the required coverage and additional insured status. Failure to maintain required insurance shall constitute grounds for termination.
Bidder Certification of Compliance
By submitting a bid, the bidder certifies that it currently meets, and will continue to meet for the duration of the contract, all licensing, safety, background check, and insurance requirements stated in this IFB, including federal FMCSA regulations and Utah State Risk Management standards for student transportation.
Bids that fail to provide evidence of compliance with the mandatory requirements and insurance provisions of this IFB shall be deemed non-responsive and will not be considered for award.

It is anticipated that this IFB will result in a single contract award to the lowest cost responsive and responsible vendor.
The methodology or formula that will be used to determine the number of contract awards is lowest cost.
Vendor must guarantee its pricing until February 4, 2026.
