The Norfolk Airport Authority (hereinafter referred to as âAuthorityâ or âAirport Authorityâ or âOwnerâ), acting by and through its Chief Executive Officer, will accept Qualifications and Proposals (two-step process) from a qualified General Contractor or Team (hereinafter referred to as âOfferorâ) to provide Construction Manager at Risk (CMR) Services for the Norfolk International Airport (hereinafter referred to as âAirportâ or âORFâ or âAuthorityâ) for the Departures Terminal Expansion and Modernization, central security checkpoint, Concourse Modernizations, outbound bag makeup renovations, new shipping and receiving, administration offices adaptive re-use, site work, roadway work, site utilities, and additional improvements.
