Description

This is a Request for Information (RFI) ONLY and is issued by Washington Headquarters Services Acquisition Directorate (WHS/AD) on behalf of the Office of Undersecretary of Defense for Research and Engineering (OUSD(R&E)) and Office of the Secretary of Defense (OSD) Manufacturing Technology (ManTech). This RFI seeks market intelligence to refine its acquisition strategy for a potential Other Transaction (OT) Agreement pursuant to 10 U.S.C. § 4022 and 10 U.S.C. § 4021.



WHS/AD requests information as described in the attached RFI to refine acquisition strategy and requirements for a reinvestment in a Manufacturing Innovation Institute (MII) dedicated to Revolutionary Fibers and Textiles Manufacturing (RFT). DoD MII's are public-private partnerships between government, academia, and industry formed to revitalize the U.S.'s domestic manufacturing capability and enhance America's strategic competitiveness while enabling the military of tomorrow.



Information related to the DoD MII network managed by the Office of the Secretary of Defense (OSD) Manufacturing Technology (ManTech) Program can be found via www.dodmantech.com. A national MII network overview, including annual reports and a current strategic plan, is available at www.manufacturing.gov. These websites offer details about how MII design characteristics are being successfully applied, as well as how they will be applied going forward.



The Government will host an industry day in March 2025 to solicit feedback and foster in-depth discussions on this opportunity following the formal Request for Proposals. Additional information related to the Industry Day will be posted as an amendment to this notice.
