Overview
Summary

The City of Greer is seeking qualified consultants or firms to conduct a Housing Assessment & Strategy Report. This assessment will guide the City’s housing strategy by evaluating current and future housing needs, affordability, and market dynamics. The final product could inform policymaking, funding decisions, and cross-sector collaboration to address housing challenges across Greer’s diverse population.

All work must be conducted with professionalism, data accuracy, and a commitment to City values. The final deliverables must include a professionally formatted written report, a slide deck suitable for public presentations, and a layout for the website. Supporting maps, charts, and infographics should be integrated to illustrate key findings. Any resources or data sources used must be clearly cited and/or referenced.

Background

The City of Greer, located in both Greenville and Spartanburg Counties with an estimated population of approximately 44,400 as of 2023, and over 50,000 today, is part of the dynamic Upstate South Carolina region. With strong economic anchors including the BMW manufacturing plant, an inland port, and expanding healthcare and logistics sectors, Greer continues to experience rapid growth and evolving housing demand. Reflecting that growth, the City’s Transforming Greer 2030 Comprehensive Plan prioritizes quality expansion, connectivity, and a thriving downtown core, which anticipates diverse housing types to support community vitality. The local housing landscape includes public housing units and Housing Choice Vouchers administered by the Greer Housing Authority, indicating both existing capacity and continuing demand for affordable options. Additionally, regional housing studies highlight affordability gaps—particularly for low-income and marginalized populations—underscoring the urgency for targeted housing interventions. This context establishes a foundation for the Housing Needs Assessment RFP by framing key questions around supply-demand balance, affordability, access, and strategic alignment with the City’s growth vision.
