Title: Hazardous Materials Commodity Flow Study

The Board of Commissioners of Glynn County, Georgia (“the Owner”) seeks proposals from qualified and experienced firms to conduct a comprehensive Hazardous Materials Commodity Flow Study (HMCFS) for Glynn County. This project will identify and analyze the types, volumes, and transportation patterns of hazardous materials moving into, out of, and through the County via roadway, railway, waterway, and pipeline systems. The study will follow nationally recognized methodologies and will provide validated, data-driven insights to enhance planning, response, and risk reduction efforts across the County’s transportation corridors and critical infrastructure.
The objectives of this project are to:
Identify hazardous materials flow patterns by mode and major transportation corridor.
Identify and characterize fixed facilities that store, use, or transport hazardous materials.
Assess hazards, vulnerabilities, and high-risk transportation segments.
Validate existing data through targeted field data collection.
Produce maps, tables, GIS products, and analytical findings to support LEPC planning and emergency operations updates.
Deliver a complete HMCFS report in alignment with Transportation Research Board (TRB) guidance.
The selected firm will collect and review existing datasets, conduct field observations, perform quantitative and qualitative analyses, and develop comprehensive documentation and mapping products. These deliverables will support the Glynn County Emergency Management & Homeland Security Agency (GCEM-HSA), the Local Emergency Planning Committee (LEPC), and partner agencies by informing emergency operations planning, hazard mitigation strategies, response readiness, and future resource needs. The completed study will serve as a foundational element in Glynn County’s ongoing efforts to enhance public safety, protect vulnerable populations, and strengthen resilience to hazardous materials incidents.
Glynn County is a coastal community with a diverse and complex transportation network that supports significant commercial, industrial, maritime, and freight movement throughout the region. Major corridors—including Interstate 95, U.S. Highways 17, 82, and 341, an active CSX rail line, the Port of Brunswick, and multiple pipeline systems—regularly accommodate shipments of hazardous materials that are essential to regional commerce. Despite the volume and variety of hazardous materials transported, Glynn County has never conducted a formal Hazardous Materials Commodity Flow Study, resulting in a critical information gap in understanding real-world hazmat movement patterns and associated risks.
This study is essential to improving emergency preparedness, response capabilities, resource planning, and risk mitigation for the County’s residents, businesses, and critical infrastructure. Accurate insight into hazardous material flows will enable the Glynn County Emergency Management & Homeland Security Agency (GCEM-HSA) and the Local Emergency Planning Committee (LEPC) to refine emergency operation plans, strengthen coordination with public and private partners, and enhance training and equipment strategies for first responders. A high-quality study will also provide the data needed to support hazard mitigation planning, validate assumptions used in CAMEO/ALOHA modeling, guide protective action decision-making, and inform future grant applications for capability improvements.
