To All Interested Firms:
The City of Salina is pleased to issue the enclosed Request for Services (RFS) for a leased dark
fiber network to interconnect municipal facilities across the City. This cover letter highlights key
elements of the solicitation and submission instructions. The full RFS governs in the event of any
conflict.
Project Highlights
Contract: Leased dark fiber with a 10year term. Pricing shall provide a single allinclusive
monthly recurring charge; all locates, routine maintenance, and unscheduled repairs are
included. Nonrecurring construction costs, if any, must be itemized.
Construction: Underground only, with indoor demarcations at each facility. Vendor shall
furnish and install building bulkheads/LIUs with SC interfaces compatible with City SFP+
optics (via patching). Singlemode OS2 fiber is required throughout.
Diversity and Capacity: Front Line sites require physically diverse primary and persistent
secondary laterals, plus at least one additional unused fiber pair (spare) available at each
Front Line site. Other sites require one active pair; no spare pair is required.
Campus Architecture: For the 412 E. Ash campus, provide a single termination to 300 W. Ash
for all campus sites. Vendor will furnish and install all interbuilding underground fiber to
bulkheads at each building on that campus.
Service Levels: Onsite response 2 hours for Front Line sites and 6 hours for all other
sites. Restoration 6 hours for Front Line sites and 10 hours for other sites. A 24×7 NOC
and escalation ladder are required.
Testing and Acceptance: Bidirectional OTDR at 1310/1550 nm, endtoend optical loss
testing against the submitted loss budget, City turnup validation, and delivery of asbuilts,
splice documentation, labeling schedules, and route maps prior to City acceptance.
Schedule: Phased 12month implementation from Notice to ProceedFront Line locations
completed within the first 6 months; all other locations completed in the final 6 months.
Preferred final completion by Q4 2026; no later than Q1 2027.
Permits and MakeReady: The Vendor (and its subcontractors) is solely responsible for
identifying, obtaining, and paying for all permits, approvals, makeready, traffic control,
inspections, and restoration. All such costs must be included in pricing.

above. If a carrier cannot deliver to the P.O. Box, use the physical delivery address listed above
(Room 206). Please include the solicitation title “RFS — Salina Municipality Dark Fiber Project” in
the email subject line or on the outer envelope of any mailed submission.
Proposals are due by: January 15, 2026, 14:00 (2:00PM), Central Time.

Responses to questions may be distributed to all prospective respondents as addenda to the
RFS.

1. Background
The City of Salina seeks qualified vendors to provide a leased dark fiber network
interconnecting municipal facilities. The City requires an underground-only build with
physically diverse routes to critical (Front Line) locations, defined service response and
restoration times, comprehensive maintenance inclusive of all locates and repairs, and
acceptance testing prior to service commencement. The City will furnish and install all
Layer 3 equipment; no active switching or routing equipment is to be provided or installed
by the Vendor.
2. Project Overview
Contract model: Leased dark fiber with a single all-inclusive monthly recurring cost; 10-
year term.
Scope includes: Design, permitting, underground construction, splicing/terminations,
testing/acceptance, documentation/as-builts, all locates, ongoing maintenance, and repairs.
Implementation: Phased, 12-month execution from Notice to Proceed (NTP): Months 06
complete all Front Line locations; Months 712 complete all Other locations.
Completion deadline: Preferred by Q4 2026; required no later than Q1 2027.
No active electronics: City of Salina staff will install all Layer 3 network devices; Vendor
shall deliver dark fiber only.
3. Termination Architecture
All terminations shall be indoors at each building. Vendor shall furnish and install a labeled
bulkhead/LIU at the demarc. Connector interface shall be SC to support City optics via
patching (SFP+ compatible). Fiber type shall be single-mode OS2 throughout.
412 E. Ash Campus: The installations located at 412 E. Ash will have a single termination to
300 W. Ash for all sites on campus. Vendor shall design and build underground inter-
building fiber on the 412 E. Ash campus to bulkheads at each building.
4. Routes, Diversity, and Capacity
Construction Method: Underground only (no aerial).
Front Line sites require two physically diverse laterals and routes to the Primary and
Persistent Secondary terminations specified in Attachment A. Provide a minimum of one
active fiber pair per route, plus at least one additional unused (spare) fiber pair available at
each Front Line site.
Other sites require at least one active fiber pair to the Primary termination; no spare pair is
required.
5. Service Levels, Maintenance, and Repairs
Included under contract: All locates, routine maintenance, and unscheduled repairs.
Response times (on-site technician arrival): Front Line ≤ 2 hours; Other locations ≤ 6 hours.
Restoration times (service restored): Front Line ≤ 6 hours; Other locations ≤ 10 hours.
Vendor shall provide 24x7 NOC contact information, an escalation ladder, and status
updates not less than every 60 minutes during incidents. Planned maintenance requires at
least 7 calendar days’ notice and should be scheduled outside City business hours unless
otherwise approved.
6. Testing and Acceptance
QoS/Acceptance testing is required before City sign-off. Vendor shall provide: bi-directional
OTDR traces at 1310/1550 nm for each span; end-to-end optical loss test results compared
to a submitted loss budget; and City turn-up validation using City optics to confirm light
levels and link performance (including latency/jitter, as applicable to the City’s QoS
objectives).
Acceptance submittals shall include OTDR trace files and PDFs, loss budget calculations,
splice diagrams, as-built drawings (CAD and GIS), route maps identifying primary and
diverse secondary paths, labeling schedules, and demarc photos.
7. Documentation and As-Builts
Deliver digital as-builts covering outside plant, conduit/handholes, routes, splice
enclosures, LIUs, fiber counts/assignments, and demarc locations. Provide redlines within
10 business days of field changes; final record set due at acceptance.
8. Implementation Schedule
NTP [to be determined by City]. Phase 1 (Front Line): substantial completion within 6
months of NTP. Phase 2 (Other): substantial completion within 12 months of NTP. Preferred
final completion by Q4 2026; no later than Q1 2027.
9. Price Proposal and Commercials
Provide a single all-inclusive Monthly Recurring Charge (MRC) per site (or per route if
priced separately) for a 10-year term, inclusive of all locates, maintenance, and repair.
Itemize Non-Recurring Charges (NRC) for construction/build per site, including
design/permitting, boring/conduit, handholes, building entry, splicing/terminations, and
surface restoration. SLA remedies/credits for missed response/restoration targets shall be
described.
10. Submittal Requirements
1) Cover letter and executive summary.
2) Technical approach: route design and diversity, underground entry, overview of routing
map, building penetrations, termination design (bulkheads, labeling), connector type (SC),
and testing plan.
3) Project management and schedule: phased plan meeting City milestones; risk register
and mitigation.
4) Experience and references: three similar municipal or critical-infrastructure
underground dark fiber builds with route diversity.
5) Operations: maintenance and repair approach; 24x7 NOC; response/restoration
processes; escalation.
6) Price forms (Attachment B) and any exceptions.
7) Insurance certificates and acknowledgment of City terms and conditions.

11. RFS Schedule
Phase 1 complete (Front Line): Notice To Proceed + 6 months
Phase 2 complete (Other): Notice To Proceed + 12 months
Required final completion: No later than Q1 2027
Preferred final completion: Q4 2026
12. Evaluation Criteria
Technical merit and conformance to scope; schedule feasibility and risk mitigation;
experience with similar municipal builds and 24x7 support; total cost of ownership over 10
years; and any exceptions to City terms and conditions.
13. Contract, Insurance, and Legal
The City’s standard insurance, indemnification, non-collusion, and EOE clauses apply unless
specifically modified by the City Attorney/Procurement.
