Summary

The Ohio State Highway Patrol (OSHP) Planning Research and Development Team, a division of the Ohio Department of Public Safety (ODPS), is issuing this Request for Information (RFI) to obtain information and recommendations for available Situational Awareness Response platform that enables teams of any size to activate responses, share locations, distribute information, and coordinate operations efficiently during both day-to-day and emergency scenarios.
This RFI is for information gathering and market research purposes only. Responses will assist OSHP in understanding available solutions, implementation strategies, cost structures, and best practices to guide potential future procurement activities.
Participation in this RFI is voluntary and does not guarantee inclusion in, or award from any subsequent solicitation

Situational Awareness Response platform that enables teams of any size to activate responses, share locations, distribute

information, and coordinate operations efficiently during both day-to-day and emergency scenarios.

available solutions, implementation strategies, cost structures, and best practices to guide potential future procurement

activities.

Section 2: Overview

The Ohio State Highway Patrol seeks information on a low-cost, simple-to-use web and mobile situational awareness

platform for day-to-day and emergency operations. Mapping, Information Sharing, Team Mobilization, Emergency

Notification, Integrated IAP Planning, ICS Reporting, and Push to Talk communication all in one deployable solution

Section 3: Solution Information Requested

OSHP requests respondents to provide detailed information addressing the following categories:

A. Product Objectives

• Faster Response Times

• Reduce Radio Traffic

• Enhance Situational Awareness

• Simplify Incident Action Plan (IAP) Planning and ICS Reporting

• Mapping and geo-spatial monitoring of personnel, assets, and markers

• Secure multimedia sharing (text, photos, videos, documents)

• Instant messaging and collaborative workspaces

• Emergency notifications and team mobilization tools

• Push-to-Talk (PTT) integration with leading solutions

• Integrated IAP planning and ICS reporting capabilities

• Auto-navigation to personnel and markers

• Integration with UAV drones, GPS trackers, and Wi-Fi beacons

• Ability to manage multiple simultaneous operations

• Marker attachments (up to 6 files per marker)

• Mobile activation from any location

• Persistent notifications overriding device sleep/do-not-disturb modes
