Summary

This project's goal is to continue to receive non-fatal overdose individual encounters, as reportable by emergency departments, through automatic data feeds transmitted to Ohio Department of Health. As another valuable tool for preventing drug overdoses, this data will be used to:
1) Allow prescribing providers to see a patient’s overdose history through an indicator in the Ohio Automated Rx Reporting System (OARRS); and 2) Direct statewide policies and targeted actions.

Process

A second round is being posted due to the absence of bids in the first round and to give potential bidders additional time to submit their proposals.

Offerors will need to review the attached RFP DOH58853-BHIW-Overdose Reporting for #SRC0000035899. Each Offeror must submit a technical proposal and a cost proposal as part of its total proposal before the closing date and time, which is 01/23/2026 at 3 PM . Proposals must be submitted through Ohio Buys.

Furthermore , the Offeror must title the electronic files as follows: “ DOH58853/#SRC0000035899 - Technical Proposal_COMPANY NAME” and “DOH58853/#SRC0000035899 - Cost Proposal_COMPANY NAME,” as appropriate.

The Ohio Department of Health (ODH) is soliciting proposals from contractors with the ability and
interest to offer professional services to provide non-fatal overdose data from hospitals to ODH.
1. PROJECT INFORMATION:

1.6. Project Background: Each year, approximately 4,000 Ohioans are dying from an unintentional
drug overdose (OD). While making some gains, Ohio is 5th highest in the number of OD deaths
and 12th highest in OD death rates (per 100,000). Individuals who have survived an overdose are
at high risk of a future fatal overdose. Overdose is a reportable condition that emergency
departments must report to the Ohio Department of Health (ODH).
1.7. Project Objective: This project's goal is to continue to receive non-fatal overdose individual
encounters, as reportable by emergency departments, through automatic data feeds transmitted
to ODH. As another valuable tool for preventing drug overdoses, this data will be used to:
1) Allow prescribing providers to see a patient’s overdose history through an indicator in the Ohio
Automated Rx Reporting System (OARRS); and 2) Direct statewide policies and targeted actions.
1.8. Projected Estimated Budget: $67,000 NOT TO EXCEED FOR PROJECT PERIOD

1.10. Approximate Project Period: 03/01/2026 – 6/30/2027
ODH reserves the right to execute multiple agreements with awarded provider to fulfill the
entire project period, subject to and contingent on the discretionary decision of the Ohio
General Assembly to appropriate funds (if needed) for the biennium, satisfactory performance
of the awarded providers and the needs of the Ohio Department of Health
1.11. Agreement Term: 03/01/2026 - 6/30/2027 with up to four (4) years of additional Renewal Terms
may not exceed after 6/30/2031.
1.12. Renewal Terms: 12-month optional renewal period(s) dependent upon the receipt and approval
of funds to ODH for this project, this agreement may be renewed into four (4) 12-month terms.
Renewal Optional Year 1: 7/01/2027 – 6/30/2028.
Renewal Optional Year 2: 7/01/2028 – 6/30/2029.
Renewal Optional Year 3: 7/01/2029 – 6/30/2030.
Renewal Optional Year 4: 7/01/2030 – 6/30/2031.
At the sole option of ODH, ODH may extend this Contract past the initial Agreement Term for a
period of ninety (90) days. Renewal terms may be exercised by mutual agreement between the
Contractor and ODH. The cumulative time of all mutual renewals may not exceed four (4)
additional years and are subject to and are contingent upon the discretionary decision of the Ohio
General Assembly to appropriate funds for this project in each new biennium. If any renewal is
exercised, a new contract will be issued at the beginning of the new biennium. ODH may evaluate
whether a renewal is appropriate considering the satisfactory performance of the Contractor and
the future and continuing needs of ODH’s Programs.
2. CONTRACTOR REQUIREMENTS
2.1 Mandatory Requirements: Offeror(s) must meet all the following mandatory requirements in
order for their proposal to be considered. Failure to meet any mandatory requirement may
result in disqualification:

Offeror must have existing data-sharing connections and agreements with
emergency departments in the state of Ohio for health information sharing.

from hospital emergency departments.
2.1.4 Offeror must have the technical ability to collect, curate, and transmit, through
automated data feeds, the required reportable data fields for non-fatal drug
overdoses on behalf of emergency departments in a usable format for ODH.
