Solicitation: Construct Combat Rescue Helicopter Flight Simulator Facility at Moffett ANGB

The USPFO for California intends to award a single firm-fixed-price contract for non-personal construction services, to include all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the construction of a Combat Rescue Helicopter (CRH) Operational Flight Trainer (OFT) simulator facility at Moffett Air National Guard Base (ANGB), Mountain View, California.

This project will provide an approximately 8,202 gross square foot building consisting of a multi-story, high bay area to house the CRH-OFT simulator, with a single-story area containing CRH mission planning, briefing and debriefing rooms, administrative areas for training and support staff, OFT maintenance and parts storage rooms, secure and non-secure tele-communication rooms, latrine facilities and mechanical, electrical and utility support rooms utilizing conventional design and construction.

0001 - Amendment (5 Oct 2026)

Amendment 0001 has been issued. The SF1442 that was originally issued with the solicitation has been removed and replaced with the conformed SF1442 reflecting this amendment. This amendment provides the date, time, and location for the site visit; extends the bed submission deadline; and incorporates Pre-Bid Inquiries (Round 1).

0002 - Update (8 Oct 2026)

Pre-Bid Inquiries (Round 1) has been removed and replaced with Pre-Bid Inquiries (Round 2). This update revises the answer to questions 1-5 to coincide with the formal solicitation. Additionally, it provides all questions that have been submitted up to this date. The Government will provide responses for questions that do not have responses as soon as possible.

0003 - Update (15 Oct 2026)

0004 - Amendment (22 Oct 2026)

Amendment 0002 has been issued. The SF1442 has been revised to change Block 11 to reflect 570 calendar days, and the solicitation is amended to incorporate the Geotech Report as Attachment 10. Additionally, the amendment removes and replaces Questions & Answers (Round 2) with Questions & Answers (Round 3).

0005 - Amendment (27 Oct 2026)

Amendment 0003 has been issued. The deadline for submission of pre-bid inquiries is changed (reference Section 00 21 00, para. 4.3), the bid submission deadline is extended (reference SF1442, Block 13), and Questions & Answers (Round 3) is removed and replaced with Questions & Answers (Round 4).

0006 - Update (2 Nov 2026)

The Government is aware that the 27 November is the day after Thanksgiving and is tantamount to a holiday. The Government intends is still reviewing a large number of pre-bid inquiries and intends to issue another amendment with the responses to those inquiries while also extending the bid submission deadline.
