Summary

San Mateo County is seeking a qualified provider to conduct a comprehensive performance audit of Animal Care, Control, and Shelter services. San Mateo County Health oversees the countywide Animal Care, Control and Shelter operations. The County of San Mateo provides animal control services to residents of both the unincorporated areas and the 20 incorporated cities within San Mateo County. Currently, the County contracts with the Peninsula Humane Society & SPCA (PHS/SPCA), a private non-profit organization, to enforce all animal control laws, shelter homeless animals, and provide a broad range of related services. PHS/SPCA currently provides, among other things, the following services:

  • Animal rescue
  • Respond to sick or injured animals
  • Pick up of stray or confined domestic animals
  • Respond to animals loose in traffic
  • Removal of deceased animals from public property, such as streets or sidewalks. PHS/SPCA does not respond to deceased animals on freeways/highways. These areas are maintained by CALTRANS.
  • Enforcement of laws that protect animals and people
  • Place animals subject to rabies into rabies observation quarantines
  • Provide sheltering and veterinary care for animals
  • Euthanasia for severely injured animals
  • Enforce leash laws and local ordinances
  • Investigate animal bites and attacks
  • Designate animals that are deemed to be dangerous or vicious

The proposer shall conduct a comprehensive performance audit of the current Animal Control, Care, and Sheltering program operated by PHS/SPCA at 12 Airport Blvd, San Mateo, California. The purpose of this performance audit is to determine the extent to which PHS/SPCA complies with the County of San Mateo contract to manage and carry out field services and shelter operations. In addition, the audit will help determine the extent to which the budget, existing data systems, policies, procedures, and staffing are evident to appropriately improve performance, and promote transparency and accountability.
