Description

The FAA has a requirement for a site investigation and removal action at the location of a former Remote Communications Air to Ground (RCAG) building adjacent to the current Federal Aviation Administration (FAA) Air Traffic Control Beacon Interrogator (ATCBI) on Biorka Island near Sitka, Alaska.



Biorka Island is located ~ 15 miles NE of Sitka and access is via boat or helicopter out of Sitka, Alaska. Access to the former RCAG building foundation, once on island, is via an ~2 mile FAA maintained road starting at the FAA Dock located in Symonds Bay, Biorka Island.



The purpose of this pre-solicitation is to solicit statements of interest and capabilities from Small Business Administration (SBA) SEDB 8(a) certified business concerns capable of performing the type of work described in this notice. Full SOW and details will be issued at Solicitation phase.



The work consists of the following:



Phase 1:




  1. Collection of ISM samples across the proposed new ATCBI site.

  2. Sampling, demolition and removal of former RCAG building foundation.

  3. Removal of lead impacted soil around the former RCAG building foundation.



Phase 2:



Additional Option Tasks are included in this statement of work:




  1. Replacement of ~90’ long 2” PVC power and communication utility conduit with 4” RGS conduit.

  2. Clearing of all trees from the proposed new ATCBI site.

  3. Removal of all overburden to bedrock across the proposed new ATCBI site.



The contractor providing proposal for the initial contract award must also provide proposals for and be able to complete all option tasks. The option tasks must be presented in a separate format from the initial environmental sampling, contaminated soil removal and foundation removal proposal.



In order to better understand the market for this potential requirement, the FAA requests the following information from interested SEDB 8(a) certified vendors:



1. Name of Company (the resultant Prime contractor that may ultimately be awarded the subsequent contract)



2. Address



3. Point of Contact name, email address and telephone number



4. UEI Number



5. Relevant experience on similar projects within the last five years. Please provide specific contract numbers, contact names and email information to support claimed capabilities.



The System for Award Management (SAM) registration for interested Contractors must show that they are an active SBA certified 8(a) program participant or the interested Contractor must provide a copy of their SBA 8(a) certification letter in their response to this notice to be considered for inclusion in the future solicitation.



Please submit your capability statement and the above information to Sonia.o.holguin@faa.gov no later than September 15, 2025 at 1400 Central Time.



Failure to respond to this pre-solicitation with all of the requested information will preclude a Contractor’s ability to receive a copy of the future solicitation. Limit complete responses to no more than five pages. Information will not be released; however, mark PROPRIETARY on all documents submitted, as applicable.
