1.0 THE OPPORTUNITY
1.1 The University of Alberta (University) is inviting eligible firms with proven experience in Safety Code Inspection Services to review and submit a proposal to provide the services detailed within. The University is an accredited corporation under Alberta’s Safety Codes Act. Proponents are invited to submit a Proposal to provide Safety Code Inspection Services for plan reviews and compliance monitoring services. Inspection services shall be performed within the University of Alberta’s Quality Management Plans, Safety Codes Act, and all applicable codes, standards and regulations.
1.2 Proponents are advised to carefully read the Instructions to Proponents and all sections of this Request for Proposal (RFP). Note that Schedule 2 Proponent Information & Submissions lists all of the Schedules and Submittals that are to provided with the Proposal response.
2.0 OVERVIEW & DESCRIPTION OF THE WORK
The University has been receiving Safety Code Inspection Services from accredited agencies for several years. The annual volume of inspection services will vary with funding levels approved for expenditure in capital development, capital renovation and maintenance services. In addition, the University has a significant volume of small project work.
An example of total number of projects and total construction values are as follows: 2016 - 86 projects. Total construction value = 42 million 2017- 58 projects (so far) Total construction value= 43 million
The expenditures in this area fluctuate but historically the average is closer to $40M million dollars each year. This represents a mixture of minor and major renovation projects with project values ranging from minor projects in the low thousand dollar range handled by internal trades to larger projects (up to $10 Million) being completed by external contractors.
The services that will be considered under an agreement from this process will include new project work that is initiated after commencement of the new agreement. The University Capital Plan outlines projects that are in the planning stages.
Note that the Board of Governors governs the capital expenditure program for the University of Alberta through the annual budget process. The scale of anticipated expenditures outlined in the Capital Plan is provided as background information only. The University will be required to transition any existing projects in which services have commenced to the new service provider under the agreement.
The University does not guarantee any volume of projects or total values of construction in any given year as this is subject to funding and organizational priorities.
