Overview
The City of Hollywood is requesting proposals from qualified and experienced contractors to construct a new Emergency Bypass Bar Screen System at the Southern Regional Wastewater Treatment Plant (SRWWTP). This project aims to create a fully functional bypass that can handle up to 140 million gallons per day (MGD) during severe storm events or when the existing screening building must be taken offline for critical maintenance. The improvements will include installation of a new coarse bar screen structure, a 72‑inch FRP/GRP bypass pipeline, a new junction box, extensive utility relocations, site restoration, and related electrical and control upgrades.
This project is driven by multiple recent failures of the plant's existing bar screens, which have been damaged by large storm debris and level sensor malfunctions. These failures have forced the plant to operate unscreened during emergencies, sending debris-laden wastewater downstream and increasing the risk of equipment damage, operational downtime, and environmental non-compliance. The emergency bypass will provide a resilient, dedicated pathway that allows the City to maintain safe and continuous operations even under extreme conditions, while also enabling rehabilitation of aging infrastructure such as the existing 72‑inch influent pipe and screen building.
With preliminary construction components outlined in the Bid Form—including major utility work, deep excavation, FRP pipeline installation, bar screen construction, and restoration—the City seeks a contractor capable of executing complex wastewater infrastructure work in a congested, operational plant environment. This project represents a key investment in storm readiness, operational reliability, and long‑term asset management at one of the region’s most critical wastewater facilities.
The City’s existing screening system has suffered multiple breakdowns in recent years, including clogging, damage from large debris, and sensor failures. In 2020–2022, storm events overwhelmed the bar screens, resulting in emergency bypassing, excessive downstream rag buildup, and significant operational strain.
Constructing this bypass poses several challenges: extensive underground electrical duct banks must be removed and replaced; multiple potable water, brine, sewer, and chlorine solution lines require temporary bypassing; and high groundwater conditions require specialized excavation and shoring methods. The bypass pipeline must remain out of service for long periods, making FRP/GRP piping essential due to its superior corrosion resistance compared with DIP or PCCP. Additionally, the bypass structure must fit within tight site constraints near the Eco Grande Golf Course interceptor box and integrate with the existing 72‑inch PCCP influent line.
