B. Execution
2.1 Examination of Documents and Site
A. Bidders shall carefully examine the Contract Documents and the construction site to
obtain first-hand knowledge of existing conditions and the demolition and construction
requirements of the documents.
B. Successful bidder will be denied any application for extra payments for conditions which
can be determined by visually examining the site and the Contract Documents.
2.2 Questions, Interpretations, and Addenda
A. Should any bidder find discrepancies between the site markings and the Construction
Documents, or be in doubt as to their exact meaning, he should notify the Owner at once.
The Owner may then, at his option, issue Addenda clarifying the same to all bidders.
B. The Owner will not be responsible for oral instructions or for the Contractor's
misinterpretations of the Contract Documents.
C. Questions must be directed to Don Harrison, Purchasing Agent at pur@wccnet.edu . All
communication should be directed to the Purchasing Department. Vendor should NOT
contact any department directly with questions. All questions must be submitted by
September 17, 2026 at 2:00 p.m. EDT. All emails must reference the bid number and
title. All questions received by the deadline date will be answered and posted to the WCC
Purchasing web-site https://www.wccnet.edu/about/purchasing/bids-rfp.php, by September
21, 2026 at 2:00 p.m. EDT.
2.3 Bid Security, Bonds, and Insurance
A. A Bid Bond is required in the amount of five percent (5%) of the total bid, minimum, and
shall be enclosed with the Bid Proposal, for all base bids categories in excess of
$50,000.00.
B. Performance Bond and Payment Bond requirements are described in the General and/or
Supplementary Conditions and are one hundred percent (100%) of the total bid,
minimum, for all bids in excess of $50,000.00.
C. Insurance requirements are described in the General and Supplementary Conditions.

2.4 Modification and Withdrawal
A. Proposals may be withdrawn and/or changed any time prior to the bid opening.
B. Proposals may not be withdrawn or changed after the bid opening time and shall be
deemed a firm offer continuing for a minimum of forty-five (45) calendar days.
C. Bids received after the time and date of the bid opening will be returned unopened to the
proposer.
2.5 Receipt of Bids

2.6 Codes, Ordinances, Regulations, Etc.
A. All labor and materials shall be furnished and installed in strict accordance with the latest-
to-bid-date applicable codes, ordinances, and regulations of any and all governing bodies
that have jurisdiction over this project.
B. If the quality of the labor and materials required by the Construction Documents exceeds
the requirements of the applicable codes, ordinances, and regulations, the Construction
Documents shall take precedence.
C. If the quality of the labor and materials required by the applicable codes, ordinances, and
regulations exceed the requirements of the Construction Documents, then the applicable
codes, ordinances, regulations, etc. shall take precedence.

2.7 Subcontractors and Material Suppliers
A. The successful bidder shall submit to the Owner within 24 hours after Notice of Award, a
complete and final list of all sub-contractors, all material suppliers, and all
superintendents (general construction and principal sub-contractors) he proposes to
engage on the work. Subcontracts and material contracts shall not be awarded unless
and until they have been approved by the Owner. Superintendents (primary contractors
and principal sub-contractors) shall not be changed during the construction on this project
without the Owner's prior approval in writing.
B. Names of proposed principal sub-contractors must be listed on the Bid Proposal Form.
2.8 Award of Contract
A. The material proposed to be used for the completion of work, the competency, solvency,
reputation, and responsibility of the bidders, start/completion/duration times, and other
issued deemed relevant by the Owner and the Engineer. All responsible bidders will
receive due consideration before the awarding of this contract.
B. In the reception of proposals for the Work, the Owner incurs no obligation to accept the
lowest or any proposal submitted.
C. The right to accept or reject any and all bids is reserved by the Owner.
D. The Owner reserves the right to require testimony or legal documents pertaining to the
qualifications of a Contractor.
E. At its sole discretion, the Owner reserves the right to award each Base Bid
independently, to one or more bidders, based on price, availability, and completion date.
F. If applicable, the Owner may award to multiple vendors if it is the best interest of the
College.
G. The College reserves the right to contract for additional areas per the scope of work at
the unit prices provided in D. Unit Prices on the Bid Proposal Form.
C. Requirements
3.1 Proof of Insurance - Vendor shall refer to Attachment B - General Conditions Article 11:
Insurance for requirements.
3.2 Contract Terms and Conditions - The awarded vendor will be required to sign a standard
contract for the work to be performed per this bid. Attachment A - Small Project Construction
Contract has been incorporated into these bid documents by reference.
D. Bid Scope
4.1 General Requirements
.
A. Contractor shall be aware of the milestone schedule durations for this project. The
contractor shall provide a schedule/work plan on obtaining the necessary permits,
materials, and procurement of long-lead items, to begin work and complete the work as
scheduled for review by the Construction Manager at the Post-Bid Conference.
B. Provide barricades, including shoring and fencing required to maintain required safety
regulations as defined by OSHA.
C. Coordinate and adhere to all state and local building codes relative to this contractor's
work. This contractor is to obtain and pay for all special permits associated with this
category.

D. All identifiable trash or debris is to be cleaned up by the trade contractor who created it
on a daily basis. This includes mud or other debris on College drives and public streets
created as a result of moving trucks or other equipment into and out of the site.
E. This contractor MUST comply with MI-OSHA requirements for this work. This will be
closely monitored.
F. All labor shall be performed by technicians skilled in their respective trades. The
standards of the work required shall meet or exceed MDOT standards outlined in Section
502. HMA CRACK TREATMENT. Any work that is lacking by industry standards will be
rejected.
G. Contractor shall be responsible for traffic control during the project and protection of work
while in progress.
H. Contractor's work must be warrantied. Contractor shall repair or replace any crack sealer
judged to be defective within a period of one (1) year of final acceptance. The Contractor
shall also guarantee any replacement or repair work, as required for any defective
improvements, for a minimum period of one (1) year.
4.2 Scope of Work
This Request for Bid is for contract pricing for the indefinite delivery of asphalt crack sealing for an
initial period to begin immediate upon award through June 30, 2027, with an option to extend up to
two (2) additional 12-month periods. The work of this bid category includes but is not limited to
providing all labor, equipment, materials, shoring, bracing and incidentals to complete the asphalt
crack sealing and restriping work in accordance with all specifications, drawings and applicable
codes. The College reserves the right to expand the work area as needed for the term specified
herein, in accordance with this scope of work. Please note: some portions of work may need to
be performed on a weekend or off hours to accommodate college activities and
classes. Crack sealing and striping work must be completed by May 30, 2027.
4.3 Specifications
Routing, Cleaning, and Sealing of Cracks and Joints
A. All cracks and joints, including longitudinal joints and edge joints, are to be mechanically
routed and sealed/filled according to the following specifications:
* The crack treatment shall not be applied unless the ambient air temperature is 45
F and rising.
* The routing, cleaning and sealing of cracks must be conducted on the same day.
The routing and cleaning of cracks prior to the day of sealing shall not be
permitted.
* Clean and dry cracks using compressed air and other tools to remove loose dirt,
vegetation, and deleterious material. Provide and use a compressed air system
that produces a continuous, high-volume, high-pressure stream of clean, dry air
to prepare cracks. Equip the air compressor with a moisture separator to remove
oil and water from the air supply. Provide a compressor capable of producing at
least 100 psi at a continuous air flow of 150 cfm. All cracks must be dry, heated
with a torch or other approved device as needed, and free of loose particles
before material is applied.
* The sealant mixture shall be heated in an applicator designed for this purpose
with a temperature controlling device. The sealant material shall be constantly
agitated in the applicator dispensing tank in order to maintain a homogeneous
mixture. Sealant should be applied as hot as possible consistent with the

manufacturer's recommended pour temperature and safe heating temperature
(usually 390 F to 410 F).
* Sealant shall be a mixture of 100% virgin polymer, asphalt, plasticizers, and inert
reinforcing fillers that will form a resilient and adhesive compound capable of
effectively sealing joints and cracks in concrete and asphalt pavements against
the infiltration of moisture and foreign material during cycles of expansion and
contraction with temperature changes and that will not, at ambient temperatures,
flow from the joint or be picked up by vehicle tires. Sealant shall conform to
ASTM-D 6690 type II specification.
* Contractor to include pricing for routing and sealing all cracks with annual
horizontal movement within the identified zones.
* Contractor shall include unit prices per linear foot of installed material.
* Contractor shall include unit prices per pound of installed material.
* Pavement areas with severe alligator / fatigue cracking shall be excluded from
crack treatments.
* Contractor shall include approximate linear feet of cracks to be treated and
separate cost for each of the 3 zones shown on site plan.
B. Pavement Marking and Line Striping
* This work shall consist of furnishing and applying permanent pavement markings
according to the current Michigan Manual of Uniform Traffic Control Devices. All
markings, shapes, spacing, and dimensions must conform to the MDOT
Pavement Marking Typical Plans.
* Pavement markings shall be uniform throughout campus and consistent in layout
and dimensions. Any instances of non-conforming markings shall be removed/
blacked out prior to applying new marking paint. Consult department Project
Manager for clarification on any existing pavement markings and matching
campus standards.
* Quality Assurance: Provide 1 year warranty to Owner that pavement markings
will be free of defects due to workmanship, inadequate surface preparation, and
materials including, but not limited to, fading and/or loss of markings due to
abrasion, peeling, bubbling and/or delamination.
* Materials: All materials shall conform to current Michigan Department of
Transportation for Construction Standard Specifications for Construction, Section
811.02. Pavement markings shall be regular, dry pavement, waterborne marking
paint or an approved alternate applied on bituminous or concrete surfaces.
* Before applying pavement markings, ensure the pavement surface is clean and
dry and remove any debris that prevents pavement markings from adhering to
the pavement surface.
* Application Thickness: Paint must be applied uniformly at a minimum wet film
thickness (WFT) of 15 to 18 mils. This must yield a minimum dry film thickness
(DFT) of 10 to 12 mils.
* Symbol Stencils: Each ADA stall must contain a painted International Symbol of
Accessibility (ISA) wheelchair icon. The symbol must be a minimum of 28 inches
high by 24 inches wide, painted in bright white over a solid blue square
background. Lines shall be Sherwin-Williams Handicap Blue or approved
equivalent.

* EV spaces must utilize a distinct bright green color scheme to differentiate them
from standard and ADA stalls. The border lines must be 4 to 6 inches wide in
Green with center stencil indicating EV Charging Only.
* Apply sharp, well-defined markings, free of uneven edges, overspray, or other
visible defects. Ensure pavement marking lines are straight, or of uniform
curvature. Remove pavement markings outside the required tolerances and re-
apply in the correct locations. Re-apply unprotected pavement markings
damaged by traffic and remove tracked lines at no additional cost to Washtenaw
Community College.
* The protection of wet markings shall be the responsibility of the Contractor, until
such markings are sufficiently dry to permit traffic to travel upon them.
C. Contractor is responsible to remove all debris created during the routing/sealing process
as soon as possible. Any method used to complete this work shall not damage the newly
placed sealant. Any damage to the sealant must be repaired.
D. Sealant shall be covered with sand or other approved curing agents in order to eliminate
the risk of sealant "tracking" by passing traffic.
V. Bid Specifications
Vendor shall comply with bid documents including Construction Contract, General Conditions, Bid
Drawings, Instructions to Bidders, and all Addenda issued prior to bid opening.
