The Lowell Housing Authority (LHA) is seeking proposals from qualified inspectors to complete a limited number of National Standards for the Physical Inspection of Real Estate (NSPIRE)/Massachusetts Sanitary Code Inspections for units contracted under the Housing Choice Voucher Program, the Lowell Rental Assistance Program and the Massachusetts Rental Voucher Program. Measurement of services to be performed requires qualitative and historic review.

The LHA seeks a qualified inspector to provide National Standards for the Physical Inspection of Real Estate (NSPIRE)/Massachusetts Sanitary Code inspections for 1,000 - 1,250 subsidized units annually, in Lowell and the surrounding communities. Inspections will be limited to annual inspections and re-inspections
