Description
1. This market research notice is being conducted by Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPOW) 5441 Babcock Rd. San Antonio TX, 78229 for the acquisition of Omnicell. The Government intends to sole source to Omnicell for Add-On Cabinets, 590 E. Middlefield Rd, Mountain View, CA 94043 USA

2. Background and Requirement: VA Texas Velley Coastal Bend Health Care System (VATVCBHCS) has extensive Omnicell automation equipment resources in use at several different locations. Recent requirement of additional equipment is in support of a specific brand name due to existing devices, licenses, and the necessity that all equipment connect to a particular existing virtual server and software. Add on supply and auxiliary cabinets identified below, are necessary to meet additional requirements and to prevent disruption of patient care. Services are needed for VA Texas Valley Coastal Bend Health Care System (VATVCBHCS) locations. Virtual server access is located at VA Harlingen Healthcare Center.

Documentation

The service report shall contain, at a minimum, the following information:

Date and time Omnicell Supply and Auxiliary cabinets become fully operational.

The service report shall itemize item in the specification and state a complete description of all work performed concerning the server.
4. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Due to technical issues, please allow additional time if you re using electronic means.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
The Department of Veterans Affairs, NCO 17 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Interested parties are encouraged to furnish information by email only with Response to this Intent to Sole Source. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contracting Specialist, Michelle Cunningham. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
5. Any responses to this notice are requested by 10:00 AM Central Time on Monday, June 9, 2025.
