BRIDGE REPLACEMENT PROJECT
INVITATION TO BID
Sealed proposals for the construction of Bridge Replacement Project BRO-R063(11) for the Maries County
Commission, will be received by the OWNER until 10:00 AM, July 6, 2026 at the County Clerk's Office, 211 4th
Street, Vienna, MO 65582 then said proposals shall be publicly opened and read aloud. Any bids received after such
date and time shall be returned unopened. All bids shall be submitted as a Hard Copy.
The proposed work includes:
BRO-R063(11) bridge project on CR 213 over Fly Creek: Demolition, grading, 3-span (33'-39'-33') Prestressed
Concrete I-Girder bridge, slope protection, asphalt surface roadway, guard rail, and incidental work. Work may not
begin earlier than September 8, 2026, but also cannot begin until construction completion of the Route 42 bridges
estimated to be complete in early September 2026.
The Information for Bidders, Form of Bid, Form of Contract, Plans and Specifications, Bid Bond, Performance Bond,
Payment Bond and other Contract Documents may be examined at the following:

Copies may be obtained at the office of MECO Engineering Co. Inc., 3120 Palmyra Road, Hannibal, MO 63401, and
must be on the planholder list in order to bid the project. The charge for Plans and Specifications shall be One
Hundred and Fifty 00/100 Dollars ($150.00). There will be no refund for these documents.
The Proposal shall be accompanied by a certified or cashier's check drawn on a solvent Missouri bank or trust
company made payable to the Maries County Commission or a Bid Bond issued by a surety licensed to conduct
business in the state of Missouri and appearing on the U.S. Treasury Department's most current list (Circular 570, as
amended), in the amount of not less than five percent (5%) of the total bid. The Bid Bond may be retained by the
Maries County Commission, as a guaranty that if the Proposal is accepted, the bidder will execute the Contract and
file an acceptable Performance Bond and Payment Bond within fifteen (15) days after the award of the Contract.
The Contractor doing the work must pay for labor at rates not less than those certified pursuant to Section 290.210-
.340, RSMo. (1986) by the Missouri Department of Labor and Industrial Relations as indicated by the schedule
included in the Contract Documents.
In accordance with Section 102.2 of the Missouri Standard Specifications for Highway Construction, a prime contractor
must have a fully responsive contractor questionnaire on file with the Missouri Highways and Transportation
Commission (MHTC) at least seven (7) days prior to the bid opening date if this project involves roadway or bridge
work.
The limitation in Sec 108.1.1 of the Missouri Standard Specifications for Highway Construction that "the contractor's
organization shall perform work amounting to not less than 40 percent of the total contract cost" is waived for this
contract. Instead, the less restrictive terms of the Federal Highway Administration's rule at Title 23 Code of Federal
Regulations (CFR) 635.116(a) shall apply, so that the contractor must perform project work with its own organization
equal to and not less than 30 percent of the total original contract price. All other provisions in Sec 108.1.1 et seq. of
the Missouri Standard Specifications for Highway Construction shall remain in full force and effect, and shall continue
to govern the contractor and its subcontractors, in accordance with the provisions of Title 23 CFR 635.116.
The award of Contracts on this project shall be predicated upon competitive bidding, with award being made to the
lowest responsive, responsible bidder. Said lowest Bidder shall be determined for each Contract by summarizing the
applicable low base bids.
INVITATION TO BID
Contractors and sub-contractors who sign a contract to work on public works projects must provide a 10-Hour OSHA
construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be
completed by their on-site employees within sixty (60) days of beginning work on the construction project.
The contract DBE goal for BRO-R063(11) is 0%.
No 2nd Tier Subcontracting will be allowed on this project.
The Maries County Commission reserves the right to reject any and all bids and to waive all informalities in the bids.
No bids may be withdrawn for a period of sixty (60) days subsequent to the specified time for receipt of bids.
